Indo-Tibetan Border Police Force, Veterinary Cadre (Group B And C Posts) Recruitment Rules, 2023

In exercise of the powers conferred by clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo-Tibetan Border Police Force, Veterinary Cadre (Group 'B' and Group 'C' Posts) Recruitment Rules, 2019, except as respects things done or omitted to be done before such suppression, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector(Dresser Veterinary), Sub-Inspector(Dresser Veterinary), Sub Inspector(Lab Technician Veterinary), Assistant Sub-Inspector(Dresser Veterinary), Head Constable(Dresser Veterinary), Head Constable(Veterinary Radiographer), Constable(Kennelman) of Veterinary Cadre in the Indo Tibetan Border Police Force, Ministry of Home Affairs, namely :-

Rule - 1. Short title and commencement

(1)     These rules may be called the Indo-Tibetan Border Police Force, Veterinary Cadre (Group B and C Posts) Recruitment Rules, 2023.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Application


These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

Rule - 3. Number of posts, classifications and level in the pay matrix


The number of the said posts, their classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Rule - 4. Method of recruitment, age-limit, qualifications, etc.


The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Rule - 5. Disqualification


No person,-

(a)      Who has entered into or contracted a marriage with a person having a spouse living; or

(b)      Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 6. Medical Fitness


Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force Manual, Volume-III, shall be eligible for promotion and appointment including appointment by deputation or re-employment under the provisions of these rules.

Rule - 7. Ineligibility of non-citizens of India


No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

Rule - 8. Superannuation

(1)     Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:

Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.

(2)     No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.

Rule - 9. Power to relax


Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Rule - 10. Saving


Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Exservicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

From amongst Sub-Inspector (Dresser Veterinary) of Indo-Tibetan Border Police Force in level-6 in the pay matrix (Rs. 35400-112400) with five years of regular service in the grade and having successfully completed the prescribed pre-promotional training course

 

Note: Where junior who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service.

 

By deputation:

 

Officers of the Central Government or State Government or Union territories,-

 

(a) holding analogous post on regular basis in the parent cadre or Department; and

 

(b) possessing the following educational qualifications and experience, namely:-

 

(i) pass in Veterinary Stock Assistant Course from a recognised institute; and

 

(ii) three years field experience in treatment of various species of animals particularly equine and canine from any Central or State Veterinary Hospital and able to manage or run Veterinary Hospital or dispensary.

 

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

 

Note 2: The period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall ordinarily not exceed five years.

 

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.

 

For Ex-servicemen deputation or re-employment :

 

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having requisite qualifications and experience prescribed above for deputationists shall also be considered. Such person would be given deputation terms up to the date on which they are due for release from the Armed Forces, thereafter they may be continued on re-employment.

B. The candidates shall not suffer from knock knees, flat foot, varicose veins or squint in the Eyes and should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of duties.

 

(d) The candidates shall qualify physical standard test, physical efficiency test, written test and medical test.

 

Note : The candidates must not have knock knees, flat foot, varicose vein or squint in eyes and they should possess high colour vision. The candidates will be tested for colour vision by ishiharas test as well as Edrich-Green Lantern test. B. The Candidates shall not suffer from knock knees, flat foot, varicose veins or squint in the Eyes and should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of duties.

 

(d) The Candidates shall qualify physical standard test, physical efficiency test, written test and medical test.

 

Note : The candidates shall not have knock knees, flat foot, varicose vein or squint in eyes and they should possess high colour vision. The candidates will be tested for colour vision by ishiharas test as well as Edrich-Green Lantern test.
