Indian Ordnance Factories Service (Group A) Recruitment (Amendment) Rules, 2022

In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Ordnance Factories Service (Group 'A') Recruitment Rules, 2002 published with the notification of Government of India in the Ministry of Defence, SRO No. 227 dated the 1st October, 2002, namely: -

Rule - 1. Short Title and Commencement.

(1)     These rules may be called the Indian Ordnance Factories Service (Group A) Recruitment (Amendment) Rules, 2022.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2.

In the Indian Ordnance Factories Service (Group A) Recruitment Rules, 2002 -

In sub rule (i) of Rule (1) relating to Short Title and Commencement ,for the existing entry, following shall be substituted namely -:-

These rules may be called the Indian Ordnance Factories Service (Group A) Recruitment (Amendment) Rules, 2022.

Rule - 3.

In Schedule -I -

(a)      against serial number1, relating to the post of Director General of Ordnance Factories and Chairman, Ordnance Factory Board in column (2),for the existing entry, the following shall be substituted, namely:-

(b)      against serial number 2, relating to the post of Additional Director General of Ordnance Factories and Member, Ordnance Factory Boardin Column (2),for the existing entry, the following shall be substituted, namely:-

Rule - 4.

In Schedule -II –

(a)      against serial number7, relating to the post of Additional Director General of Ordnance Factories and Member, Ordnance Factory Boardin Column (2),for the existing entry, the following shall be substituted, namely:-

(b)      against serial number 8, relating to the post of Director General of Ordnance Factories and Chairman, Ordnance Factory Board,in Column (2),for the existing entry, the following shall be substituted, namely:-

Rule - 5.

In Schedule -III, of the said rules, against the existing entries, the following shall be substituted,
namely-

"Group A Departmental Promotion Committee for considering the cases of promotion or confirmation in Group A posts in the Indian Ordnance Factories Service:-

(1)     For Director General Ordnance (Coordination and Services):

(i)       Chairman / Member, Union Public Service Commission -Chairman

(ii)      Secretary, Department of Defence Production -Member

(2)     For Additional Director General Ordnance (Coordination and Services):

(i)       Chairman / Member, Union Public Service Commission - Chairman

(ii)      Secretary, Department of Defence Production -Member

(iii)     Director General Ordnance (Coordination and Services) -Member

(3)     For Senior General Manager:

(i)       Chairman / Member, Union Public Service Commission -Chairman

(ii)      Secretary, Department of Defence Production -Member

(iii)     Director General Ordnance (Coordination and Services) -Member

(4)     For Senior Administrative Grade:

(i)       Chairman /Member, Union Public Service Commission -Chairman

(ii)      Secretary, Department of Defence Production or Additional Secretary, Department of Defence Production -Member

(iii)     Director General Ordnance (Coordination and Services) -Member

(5)     For Junior Administrative Grade (Functional) :

(i)       Chairman /Member, Union Public Service Commission -Chairman

(ii)      Additional Director General Ordnance (Coordination and Services) or Deputy Director General in Directorate of Ordnance (Coordination and Services) -Member

(iii)     Joint Secretary (Land Systems), Department of Defence Production -Member

(6)     For Senior Time Scale (Non - Functional):

(Screening Committee):

(i)       Additional Director General Ordnance (Coordination and Services) -Chairman

(ii)      Joint Secretary (Land Systems), Department of Defence Production -Member

(7)     For Senior Time Scale:

(i)       Additional Director General Ordnance (Coordination and Services) -Chairman

(ii)      An officer of Directorate of Ordnance (Coordination and Services) not below the rank of Junior Administrative Grade -Member

(iii)     Director /Deputy Secretary, Department of Defence Production -Member

(8)     For Junior Time Scale:

(i)       Chairman / Member, Union Public Service Commission -Chairman

(ii)      Additional Director General Ordnance (Coordination and Services) or Deputy Director General, Directorate of Ordnance (Coordination and Services) -Member

(iii)     Joint Secretary (Land Systems) or Director or Deputy Secretary,
Department of Defence Production -Member

The Composition of Group A DPC for considering confirmation of direct recruits:

(i)       Additional Director General Ordnance (Coordination and Services) or Deputy Director

General, Directorate of Ordnance (Coordination and Services) - Chairman

(ii)      Joint Secretary (Land Systems) or Director or Deputy Secretary, Department of Defence Production – Member

Note:-Indian Ordnance Factories Service (Group A) Recruitment Rules, 2002 were published in the Gazette of India dated October 26, 2002 vide number SRO 227 dated 1st October 2002 and subsequent amendments, published in the Gazette of India dated August 1, 2009 vide number SRO 18 dated 17th July, 2009; Gazette of India dated May 23-May 29, 2010 vide number SRO 21 dated 26th May, 2010; and Gazette of India dated November 10, 2018 vide number SRO 106 dated 23rd October, 2018.
