Himachal Pradesh Ayush Education Time Bound Designation Scheme, 2023

The matter with regard to introduction of "Time Bound Designation Scheme" in Rajiv Gandhi Government Post Graduate Ayurvedic College & Hospital, Paprola was engaging the attention of Government for some time.

Now, the Governor, Himachal Pradesh, is pleased to frame the "Time Bound Designation Scheme" for the faculty members of Rajiv Gandhi Government Post Graduation Ayurvedic College & Hospital, Paprola as under:-

Scheme - 1. Short title & Commencement

(1)     This scheme shall be called Himachal Pradesh Ayush Education Time Bound Designation Scheme, 2023.

(2)     It shall come into force from the date of its publication in the Gazette.

Scheme - 2. Designation under "Time Bound Designation Scheme"

All faculty members of R.G.G.P.G. Ayurvedic College & Hospital, Paprola shall be granted designation to the next higher posts subject to the fulfilment of eligibility criterion as prescribed in the "Time Bound Designation Scheme", hereinafter referred to as the TBDS, as under:-

In R.G.G.P.G. Ayurvedic College & Hospital, Paprola-

(1)     The Lecturer and Senior Lecturer shall be eligible for designation as Reader after 5 years of regular service as Lecturer or Lecturer and Senior Lecturer combined, in the concerned subject on the basis of "Fitness and Suitability Certificate" issued by the Principal of R.G.G.P.G. Ayurvedic College & Hospital, Paprola, Distt. Kangra (H.P.).

(2)     The Lecturer or Senior Lecturer or Reader shall be eligible for designation as a Professor after 10 years of regular service as a Lecturer or Lecturer and Senior Lecturer combined or Lecturer and Senior Lecturer and Reader combined, in the concerned subject on the basis of "Fitness and Suitability Certificate" issued by the Principal of R.G.G.P.G. Ayurvedic College & Hospital, Paprola Distt. Kangra (H.P.).

Scheme - 3. Conditions

(1)     The designation under TBDS shall be up-graded without any linkage to vacancies.

(2)     The designation of the next higher post will not confer any right for regularization, continuation and seniority etc.

(3)     No financial benefit will be allowed under the TBDS and the eligible Lecturer/Senior Lecturer/Reader will be designated to next higher post upon fulfilment of eligibility criterion, subject to fitness.

(4)     For the purpose of this scheme, regular service means and includes service by a government servant on appointment/promotion after regular selection in accordance with the provisions contained in the relevant Recruitment & Promotion Rules for that post. The period of service rendered on adhoc, temporary, contract etc. Shall not be counted as the regular service. The period of experience acquired on designated post in R.G.G.P.G. Ayurvedic College & Hospital, Paprola, Distt. Kangra (H.P.) shall also be counted for the purpose of determining eligibility for designation to higher posts under this scheme.

(5)     Service rendered outside the College or on non-academic positions/deputation will not be taken into consideration while giving designation under this Scheme.

(6)     Any incumbent, who gets higher designation under this scheme will also be entitled for further designation to next higher post on gaining eligibility only after putting in the required years of qualifying service at the lower post. However, these teaching faculty will get regular promotion with financial benefit as and when, they become eligible for promotion as per R&P Rules.

Example.-A Lecturer or Senior Lecturer who might have put in 5 years service as a Lecturer or Lecturer and Senior Lecturer combined in the concerned subject would be eligible only for the designation of Reader. He would be required to put in the prescribed years of service as Lecturer or Lecturer and Senior Lecturer combined or Lecturer and Senior Lecturer and Reader combined in the concerned subject before he would be eligible for the next designation of Professor. Further his regular promotion will take place on the lower post when he will be due for regular promotion against available vacancy and he cannot claim regular promotion on the basis of his/her holding the designation of higher post.

(7)     Under this Scheme, the post as and when it becomes vacant shall be filled up at the lowest level i.e., Lecturer in R.G.G.P.G. Ayurvedic College & Hospital, Paprola Distt. Kangra (H.P.).
