IRRIGATION AND WATER RESOURCES DEPARTMENT HARYANA JUNIOR ENGINEERS AND
ADDITIONAL SUB DIVISIONAL ENGINEERS (GROUP C) SERVICE (AMENDMENT) RULES, 2021
PREAMBLE
In exercise of the powers conferred under the proviso to article 309 of
the Constitution of India, the Governor of Haryana hereby makes the following
rules further to amend the Haryana Irrigation and Water Resources Department
Junior Engineers and Additional Sub Divisional Engineers (Group C) Service
Rules, 2014, namely:-
Rule 1.
These rules may be
called the Haryana Irrigation and Water Resources Department Haryana Junior
Engineers and Additional Sub Divisional Engineers (Group C) Service (Amendment)
Rules, 2021.
Rule 2.
In the Haryana
Irrigation and Water Resources Department Haryana Junior Engineers and
Additional Sub-Divisional Engineers (Group C) Service (Amendment) Rules, 2014
(Hereinafter called the said rules), for Rule-9, following rules shall be
substituted, namely:-
9 Method of
recruitment.-
(1) Recruitment to the
service shall be made-
(a) in the case of Junior
Engineer (Civil) -
(i) 90% by direct
recruitment; and
(ii) 10% by promotion from
amongst Draftsman, Junior Draftsman, Tracer, Assistant, Accounts Clerk, Sub
Divisional Clerk, Clerk, Senior Scale Stenographer, Junior Scale Stenographer,
Steno-Typist, Restorer, Supervisor, Research Assistant, Earthwork Mistry, Store
Keeper, Telephone Attendant, Artificial, Mason, Plumber, Gauge Reader, Mate,
Beldar, Canal Guard, Peon, Jamadar, Daftri, Chowkidar, Peon-cum-Chowkidar,
Sweeper, Sweeper-cum-Chowkidar, Mali, Mali-cum-Chowkidar, Gate Keeper, Cook and
Cook-cum-Chowkidar; or
(iii) by transfer or
deputation of an official already in service of any state Government or
Government of India;
(b) in the case of Junior
Engineer (Mechanical),-
(i) 90% by direct recruitment;
and
(ii) 10% from amongst
Draftsman, Junior Draftsman, Tracer, Assistant, Accounts Clerk, Senior Scale
Stenographer, Junior Scale Stenographer, Steno-Typist, Sub Divisional Clerk,
Clerk, Restorer, Foreman (Mechanical Wing), Assistant Foreman (Mechanical
Wing), Heavy Duty Transport Driver, Heavy Transport Vehicle Driver, Light
Vehicle Driver, Charge-man (Mechanical Wing), Operator, Turner, Fitter,
Moulder, Blacksmith, Helper, Peon, Canal Guard, Jamadar, Daftri, Chowkidar,
Peon-cum-Chowkidar, Sweeper, Sweeper-cum-Chowkidar, Mali, Mali-cum-Chowkidar,
Gate Keeper, Cook and Cook-cum-Chowkidar; or (iii) by transfer or deputation of
an official already in service of any State Government or Government of India;
(c) in case of Junior
Engineer (Electrical),-
(i) 90% by direct
recruitment; and
(ii) 10% by promotion from
amongst, Draftsman, Junior Draftsman, Tracer, Foreman (Electrical Wing),
Assistant Foreman (Electrical Wing), Charge-man (Electrical Wing), Electrician,
Welder, Motor Winder, Assistant, Accounts Clerk, Senior Scale Stenographer,
Junior Scale Stenographer, Steno-Typist, Sub Divisional Clerk, Clerk, Restorer,
Peon, Canal Guard, Jamadar, Daftri, Chowkidar, Peon-cum-Chowkidar, Sweeper,
Sweeper-cum-Chowkidar, Mali, Mali-cum-Chowkidar, Gate Keeper, Cook, Cook-cum-Chowkidar,
and Helper-Electrician; or (iii) by transfer or deputation of an official
already in service of any State Government or Government of India.
(2) All promotions unless
otherwise provided shall be made on seniority-cum-merit basis, for which a joint
ranking list (for the purpose of promotion to the post of Junior Engineer
(Civil/Mechanical/Electrical) of all eligible candidates shall be prepared on
the 1st January of every calendar year and shall be applicable for the posts to
be filled up through promotion up to the 31st December. For all intent and
purposes, the eligibility as on the 31st December shall be considered for
preparation of the joint ranking list even if such exercise is carried out
later on.
Provided that the
ranking list of the eligible candidates shall be prepared on the basis of date
of completion of five years of service on the post of Group C in the department
or eight years of service on the post of Group D in the department, as the case
may be. If more than one candidate completes the minimum service condition on
the same date, the candidate drawing higher pay shall be senior to the
candidate drawing lesser pay. If the rate of pay of more than one candidate is
equal, the elder candidate shall be senior to the younger candidate. The
seniority alone shall no confer any right to such promotion.
9A. Departmental
examination and procedure thereof.--
Every Group C and
Group D employee holding post referred in rule 9 (1) (a) (ii), (b) (ii) and (c)
(ii) shall be eligible for adding their name in the joint ranking list only
after qualifying the departmental examination as per the syllabus mentioned in
appendices E, F and G as the case may be, conducted by the Engineer-in-Chief
time to time. The departmental examination shall be conducted at least once in
a calendar year.
Rule 3.
In the said rules,
for rule 14, the following rule shall be substituted, namely:-
"14. Discipline,
penalties and appeals.-
(1) In matters relating
to discipline, penalties and appeals, members of the service shall be governed
by the Haryana Civil Services (Punishment and Appeal) Rules, 2016, as amended
from time to time: Provided that the nature of penalties which may be imposed,
the authority empowered to impose such penalties and appellate shall subject to
the provision of any law or rules made under article 309 of the Constitution of
India, be such as are specified in Appendix C to these rules.
(2) The authority
competent to pass an order under clause (c) or clause (d) of rule 9 of the
Haryana Civil Services (Punishment and Appeal) Rules, 2016 and the appellate
authority shall be such as specified in appendix D to these rules.".
Rule 4.
In the said rules,
for Appendices B and C, the following appendices shall be substituted, namely:-

(ii) Three years Diploma in Civil
Engineering, conducted by the State Board of Technical Education Department,
Haryana or any other institutions recognized by the Haryana Government;
OR
B.Tech. in Civil Engineering/Bachelor
in Engineering (Civil) from any recognized university, approved by the
University Grants Commission and from All India Council for Technical
Education or Associate Membership Examination of the Institute of Engineers
(India) (Associate Member of the Institution of Engineering-Civil);
By transfer or deputation-Three years
Diploma in Civil Engineering, conducted by the State Board of Technical
Education Department, Haryana or any other institution recognized by the
Haryana Government;
OR
B.Tech in Civil Engineering/Bachelor
in Engineering (Civil) from any recognized university, approved by the

university, approved by the University Grants Commission and from All India
Council for Technical Education or Associate Membership Examination of the
Institute of Engineers (India) (Associate Member of the Institution of
Engineering-Mechanical); By transfer or deputation (i) Three years Diploma in
Mechanical Engineering, conducted by the State Board of Technical Education,
Department, Haryana or any others Institutions recognized by the Haryana
Government;
OR
B.Tech. in Mechanical
Engineering/Bachelor in Engineering (Mechanical) from any recognized
university, approved by the University Grants Commission and from All India
Council for Technical Education or Associate Membership Examination of the
Institute of Engineers (India) (Associate Member of the Institution of
Engineering-Mechanical); and
(ii) Hindi or Sanskrit as one of the
subject in Metric or Higher Education.

in Engineering (Electrical) from any recognized university, approved by the
University Grants Commission and from All India Council for Technical
Education or Associate Membership Examination of the Institute Engineers
(India) (Associate Member of the Institution on Engineering- Electrical); and
(ii) Hindi or Sanskrit as one of the
subject in Metric or Higher Education.

By promotion-
(i) Five years experience on the post
of Draftsman, Junior Draftsman, Tracer, Foreman (Electrical Wing), Assistant
Foreman (Electrical Wing), Charge-man (Electrical Wing), Electrician, Welder,

Eight years experience in the department on the post of Group-D namely, Peon,
Canal Guard, Jamadar, Daftri, Chowkidar, Peon-cum-Chowkidar, Sweeper,
Sweeper-cum-Chowkidar, Mali, Mali-cum-Chowkidar, Gate Keeper, Cook,
Cook-cum-Chowkidar, Helper-Electrician; and
(ii) Three years Diploma in
Electrical Engineering, conducted by the State Board of Technical Education,
Department, Haryana or any other institutions recognized by the Haryana
Government;
OR
B.Tech. in Electrical
Engineering/Bachelor in Engineering (Electrical) from any recognized
University, approved by the University Grants Commission and from All India
Council for Technical Education or Associate Membership Examination of the
Institute Engineers (India) (Associate Member of the Institution on
Engineering-Electrical);
By transfer or deputation-
(i) Three years Diploma in Electrical
Engineering, conducted by the State Board of Technical Education, Department,
Haryana or any other institution recognized by the Haryana Government;
OR
B.Tech. in Electrical Engineering/Bachelor
in Engineering (Electrical) from any recognized university, approved by the
University Grants Commission and from All India Council for Technical
Education or Associate Membership Examination of the Institute Engineers
(India) (Associate Member of the Institution on Engineering-Electrical); and
(ii) Hindi or Sanskrit as one of the
subject in Metric or Higher Education.

Note:- (1) Junior
Engineer (Civil, Mechanical and Electrical) shall be designated as Additional
Sub Divisional Engineer after completion of eighteen years regular satisfactory
service.
(2) Degree or diploma
in Civil Engineering, Mechanical Engineering or Electrical Engineering shall be
considered as valid for direct recruitment as well as appointment other than by
direct recruitment. The degree or diploma possessed through distance education
mode shall not be considered as valid. The Associate Member of the Institution
on Engineering degree of only those candidates shall be considered as valid,
who were enrolled with Institution up to 31st May, 2013 for possessing
Associate Member of the Institution on Engineering degree and promotions to the
post of Junior Engineer (Civil, Mechanical and Electrical), shall be done after
passing of departmental examination.
