GUIDELINES FOR IMPLEMENTATION OF
LIVELIHOOD GENERATION ACTIVITIES FOR PUROIK COMMUNITY, 2018
PREAMBLE
The Governor of
Arunachal Pradesh is pleased to make the following Guidelines for
implementation of Livelihood Generation Activities for Puroik Community of
Arunachal Pradesh under Autonomous Puroik Welfare Board (APWB) namely:-
Rule - 1.
(i)
These Guidelines may be
called the Guidelines for implementation of Livelihood Generation Activities
for Puroik Community, 2018.
(ii)
They shall come into force
on the date of issuance of these Guidelines.
Rule - 2. Objectives.
(i)
The main aim and
objective of the Livelihood Generations Activities of the PUROIK Communities is
to meet the special Developmental needs of the Puroik Community, encouraging
them for self sustenance.
(ii)
To bring the Puroik
community to the mainstream.
(iii)
Capacity Building
Programmes by the way of Vocational Training for youths of the Puroik
Communities. It would attempt to encourage self employment/wage employment by
upgrading their level of skills in certain selected sectors. The main focus
would be on implementation of Economic Developmental activities for the welfare
of Puroik Communities.
(iv)
A Board of Officers will
be constituted, headed by Director of Social Justice & Empowerment and
Tribal Affairs Department-cum-Member Secretary, Autonomous Puroik Welfare Board
(APWB) to scrutinize the proposals received from the members of Puroik
Community for undergoing Vocational Training and seeking financial assistance.
The proposal shall be place before the Autonomous Puroik Welfare Board (APWB)
Meeting for Approval and recommendation and for onward submission to the State
Government for consideration.
Rule - 3. Introduction.
(i)
The Hon'ble Supreme
Court in WP (C) No. 3922/1985 in the matter of Public Union for Civil Liberties
Vs. State of Tamil Nadu and others passed an order dated 13th May, 1994
directing all State Governments and the District Magistrates in the country to
comply with its directives and implement the provisions of the Bonded Labour
System (Abolition) Act, 1976 more vigorously. By its subsequent order dated
19th November 1996 all State Governments were further directed to conduct
extensive survey to identify the existence of bonded labour.
(ii)
Accordingly, a survey
was conducted in the State of Arunachal Pradesh in the year 1997-98. During the
survey, existence of 3542 labourers belonging to SULLUNG now known as PUROIK
were identified in East Kameng District of the State alone. Of the 3542 bonded
labourers, 2992 were released and rehabilitated and the rest were reportedly
migrated to their placed. Similarly survey has been conducted in other PUROIK
inhabited Districts viz; Kurung Kumey and Papum Pare districts. Total
population is however estimated to be 8977 as per record available.
(iii)
In order to improve upon
the socio-economic conditions of the PUROIK community and to prevent them from
relapsing to slavery/bondage, the State Government of Arunachal Pradesh
constituted a six member High Power Committee vide Government Order No. LAB
(W)-22/97 dated 19/08/1997 with the then Commissioner (Personnel) as the
Chairman. The committee made a number of recommendations on release and
resettlement, housing, employment, education and on Political Processes for the
upliftment of the lot of the PUROIKs. Most of the recommendations have been
implemented or partially implemented. The PUROIK communities have been pressing
for better facilities for their socio-economic upliftment as they feel neglected
and continue to remain backward.
(iv)
One of the eight
recommendations of the said High Power Committee was "EMPLOYMENT
OPPORTUNITY". The State Government in its Budget Speech- 2018 held on 9th
March, 2018 has announced under SOCIAL SECURITY that "The PUROIK community
has been historically marginalized and even today it is an irony that people of
the community continue to be deprived of a life of dignity. It is important to
create income generation opportunities for members of PUROIK community. I
propose to earmark a sum of ` 10.00 crore to the PUROIK WELFARE BOARD
for livelihood opportunities.
Rule - 4. Situation Analysis.
(i)
As of now, the total
population of PUROIK is 8977 which are settled in 5 (five) Districts viz; East
Kameng, West Kameng, Papum Pare, Kra-Daadi and Kurung Kumey. The details are as

(ii)
The Puroik Community is
facing acute hardships for managing their livelihood, as the literacy rate
amongst the Puroiks is very negligible. Therefore, the intervention of State
Government is really required for giving opportunities keeping in view of their
literacy rate. Now, as per provision of ` 10.00 crore as announcement
made in Budget Speech-2018 by the State Government for providing during the
financial year 2018-19, the "GUIDELINES FOR LIVELIHOOD GENERATIONS
ACTIVITIES OF PUROIK COMMUNITY" is formulated.
However, the Sate
Government had decided that ` 5.00 crore to be kept as Corpus Fund
and remaining ` 5.00 crore for Livelihood Generation Activities of
Puroik Community. Accordingly, an amount of ` 5.00 crore shall be
utilized for Livelihood Generation Activities of Puroik Community.
Rule - 5. Economic Development Activities.
In pursuant to the
announcement made in Budget Speech 2018 by the State Government to create
income generation opportunities for members of Puroik community as well as
decision of State Government, the members of the Puroiks in the age group of
18-50 years only shall be given following opportunities to undergo vocational
training for Skill development and financial assistance to the extent
of ` 2.00 lakh per head for establishment and running small
businesses like; small shops of daily required commodities, local traditional
items like beads, dresses, ornaments etc. for upliftment of their economic
conditions.
The proposed amounts for
utilization of ` 500.00 lakh for the welfare of Puroik community has
been distributed as under:-
(i)
The 10%
of ` 500.00 lakh i.e., an amount of ` 50.00 lakh only shall
be utilized for Administrative cost and Vocational Training for Skill
Development.
(ii)
The 2%
of ` 500.00 lakh i.e., an amount of ` 10.00 lakh shall be
utilized for GNM course of 5 (five) Puroik students at Alva's Education
Foundation (R). Moodbidri, Karnataka.
(iii)
The remaining 88%
of ` 500.00 lakh i.e., an amount of ` 440.00 lakh will be
utilized for C/o Boys and Girls Hostel in Capital Complex and
establishment/running of small buisinesses to the Puroik community
@ ` 2.00 lakh per beneficiary for 120 beneficiaries as per decision
of the Board on 31st October, 2018.
A.
ADMINISTRATIVE COST AND
VOCATIONAL TRAININGS FOR SKILL DEVELOPMENT:
Out
of ` 50.00 lakh under administrative and vocational training for
skill development, an amount of ` 10.00 lakh will be utilized as
administrative cost for running of O/o the Autonomous Puroik Welfare Board
(APWB) at Itanagar and Sub-office in 5(five) Districts of Arunachal Pradesh and
the remaining amount of ` 40.00 lakh shall be used for imparting
vocational training to the Puroik community for which the required fund will be
given to the Skill Development and Entrepreneur Department, Government of
Arunachal Pradesh.
(i)
Vocational training of
various trades shall be imparted to the Puroik Community people for their
economic sustenance and livelihood generations on the selected area of trade
like- Tailoring, Plumbing, Handicraft Making, Carpet Making, Broom Making,
Weaving Cloth, Driving skills, Automobile Mechanic, Bee Keeping. Music and Song,
Basic Computer Application, Basic Electronics, Mobile Repairing, House
Wiring-cum-Electrician, Animal Husbandry/Piggery, Poultry and Goatary, Stipend
for Professional course i.e. Degree/Diploma, Any other trade (with the approval
of the Board). Hence, an amount of ` 40.00 lakh is made provision for imparting
Vocational Trainings for Skill Development as per priority area given above.
(ii)
After completion of
their training, it shall be ensured by the training provider to provide at
least 80% employment, Also the State Government to provide employment to them
in the respective Government Departments/Public Sector Undertaking/Organization
and also in the Un-organized Private Sector by exploring possibility. For this,
the Autonomous Puroik Welfare Board through the Nodal Department i.e. Social
Justice and Empowerment and Tribal Affairs, Government of Arunachal Pradesh
will tie up with the Department of Skill Development, Government of Arunachal
Pradesh.
(iii)
While selecting the
trades of Skill Development Trainings, the due regards must be given to the
literate and illitterate members of the Puroik Communities for the capacity
buildings. All expenses of training shall be borne by the Nodal Department
received from the State Government for the purpose.
B.
ESTABLISHMENT/RUNNING OF
SMALL BUSINESSES:
As per
decision taken by APWB on its 6th Meeting held on 31st October,
2018, ` 440.00 lakh will be made provision for the following:-B
(a)
` 200.00 lakh for 2
Hostels (one each for Boys and Girls) in Capital Complex, the executing agency
shall be UD and Housing Department.
(b)
` 240.00 lakh for
establishment/running of small businesses.
(i)
The provision of
financial assistance is made to provide to maximum 120 targeted members of
Puroik Communities to the extent of ` 2.00 lakh per person (on actual
basis subject to ` 2.00 lakh) { 120 x 2.00 lakh = 240.00 lakh} as one
time assistance for establishment/running of small businesses like-

(ii)
While providing the
financial assistance as such, the detail item-wise estimate with analysis of
rates shall be ensured by the Nodal Department to be obtained from the person
concerned who proposes to establish/run the business. The Board shall have the
power to adjust in any other trade if fund allocated against the trade, the
applicant proposes had exhausted.
(iii)
The estimate to be
submitted shall be verified by the Nodal Department as per prevailing market
rate before obtaining sanction from the State Government for extending
financial assistance and the Board.
Rule - 6. Scrutiny Of Proposal.
A Board of Officers will
be constituted to be headed by Director of Social Justice and Empowerment and
Tribal Affairs Department-cum-Member Secretary, Autonomous Puroik Welfare Board
(APWB) to scrutinize the proposals received from the members of Puroik
Community for undergoing Vocational Training and seeking financial assistance,
and shall be place before the Autonomous Puroik Welfare Board (APWB) Meeting
for Approval and recommendation and onward submission to the State Government
for consideration.
Rule - 7.Monitoring and records keeping.
(i)
In order to ensure
proper utilization of fund under the Scheme, there should be a Monitoring and
Review Committee headed by the Member Secretary-cum-Director of Social Justice
and Empowerment and Tribal Affairs, Government of Arunachal Pradesh with
members from Skill Development Department, 2 (two) eminent persons (one male
and one Female) shall be constituted.
(ii)
The Committee will meet
every quarter in the Office chamber of the Chairman of the Committee for the
purpose of monitoring and review of the utilization of fund and activities
undertaken.
(iii)
After every quarterly
meeting, the Monitoring and Review Committee will submit detail report touching
every aspect and if any improvement is required, will render its suggestion and
submit recommendation to improvise in the greater interest of the Puroik
Communities to Puroik Welfare Board.
(iv)
The suggestions and
recommendation after approval of the Board, the same will be sent to the State
Government which shall take into account and issued necessary instructions to
the Nodal Department to take corrective measures.
Rule - 8. Employment Opportunities.
(i)
The Board and Nodal
Department will ensure 100% employment of members of Puroik Communities after
completion of their vocational training in the Government Departments, Public
Sector Undertakings and in un-organized Sectors on completion of vocation
training in a time bound manner.
(ii)
The Nodal Department
will also ensure that after releasing of fund up to @ ` 2.00 lakh per
person as one time financial assistance for establishing/running small
businesses, it will started by the concerned members of Puroik Community within
one month of release of fund.
(iii)
While releasing the
fund, an undertaking shall be obtained by the Nodal Department from the members
concerned that if business is not started within a month, the amount shall be
re-deposited into the dedicated Bank Account of the scheme opened by the Nodal
department.
(iv)
In case, the project
cost is more than the remaining amount, the down payment will be either
contribution of the beneficiary or may take loan from the Bank. The Nodal
Officer shall ensure loan from the Bank.
(v)
Deputy Commissioners of
the Districts shall make available land/space for shops/Mobile shops/Vendors
etc, on road side or markets, in front of Government offices or may give
priority to Puroiks while allocating such spaces in Government building on
lease/rental for a fixed tenure.
(vi)
The Schemes will be
dovetailed with other CSS Schemes or State Schemes so that no one gets double
benefit.
Rule - 9. Submission of report by members of puroik community.
The members of Puroik
Community undergoing Vocation Training and employed in any
Departments/Organizations and receiving financial assistance, shall submit
quarterly report to the Board and Nodal Department i.e. Social Justice and
Empowerment and Tribal Affairs, Government of Arunachal Pradesh upon annual
earnings on being employed and running small business with the amount provided
by the State Government and maintaining the number of family members with such
earnings. Such report shall be submitted to the State Government by the Nodal
Department.
This is issued with the
approval of the Competent Authority.
