Delhi Forest Ranger, Group B (Nongazetted, Non-Ministerial) Post In The
Department Of Forests & Wildlife, Recruitment Rules, 2023

In
exercise of the powers conferred by the proviso of Article 309 of the
Constitution of India, read with Govt. of India , Ministry of Home Affairs
Notification No. 27/59-Him (i) dated 13th July, 1959 and in suppression of all
previous notifications to this effect, the Lt. Governor, Delhi hereby makes the
following Rules regulating the method of recruitment to the post of Forest
Ranger, Group B post (Non-gazetted , non-ministerial) in the Department of
Forests and Wildlife, Govt. of NCT of Delhi, namely:
Rule - 1. Short Title and commencement
(i)
These
Rules may be called the Govt. of National Capital Territory of Delhi Forest
Ranger, Group B (Nongazetted, non-ministerial) post in the Department of
Forests & Wildlife, Recruitment Rules, 2023.
(ii)
They
shall come into force from the date of their publications in the Official Gazette.
Rule - 2. No. of Posts, Classification and Level in Pay Matrix
The
no. of said post their classification and the level in pay matrix attached
thereto, shall be as specified in paras 2 to 4 of the Schedule annexed to these
rules.
Rule - 3. Method of Recruitment, Age Limit, and other Qualifications etc
The
method of recruitment, age limit, qualification and other matters relating
thereto shall be as specified at serial nos. 6 to 13 paras of the Schedule
annexed to the Rules.
Rule - 4. Disqualification
(i)
No
person, who has entered into or contracted a married with a person having a
spouse, or
(ii)
Who,
having a spouse leaving, has entered into or contracted a marriage with any
person shall be eligible for this said post:
Provided
that the Lt. Governor Delhi may, if satisfied that such married is permissible
under the personal law applicable to such persons and the other party to the
marriage and that there are other grounds for doing so, exempt any person from
the operation of this Rule.
Rule - 5. Power to relax
Where
the Honble Lt. Governor (Administrator), Delhi is of the opinion that it is
necessary or expedient to do so, he may, by order and for reasons to be
recorded in writing relax any of the provisions of these rules with respect to
any class or category of persons in consultation with UPSC.
Rule - 6. Saving
Nothing
in these rules shall affect reservations, relaxation of age limit and other
concessions required to be provided for the Scheduled Castes, Scheduled Tribes
and other special categories of persons in accordance with the orders issued by
the Central Government from time to time in this regard.

minimum height standards may be allowed in case of candidates belonging to
Scheduled Tribes and races such as Assamese, Bhutanese, Garhwali, Gorkhas,
Kumaonis Ladakhi, Mizo, Naga, Nepalese Sikkimese and those from Arunachal
Pradesh, Lahaul & Spiti, Meghalaya: |

2(b) Male/
Female Candidates must pass a physical test covering a distance of 25/ 16 Kms
within four hours on foot, respectively. 3. Health
Certificate: The
medical examination of the candidate by a Medical Board shall be arranged.
The Medical Board shall issue a health certificate and also certify that the
candidate is FIT to undertake strenuous outdoor work in the Department of
Forests and Wildlife. Note 1:
Qualification are Relaxable at the discretion of the Competent Authority/
DELHI SUBORDINATE SERVICE SELECTION BOARD for reasons to be recorded in
writing, in case of candidates otherwise well qualified. Note 2:
The qualifications regarding experience is Relaxable at the discretion of the
Competent Authority/ DELHI SUBORDINATE SERVICE SELECTION BOARD for reasons to
be recorded in writing, in case of candidates belonging to Schedule Caste and
Schedule Tribes, if at any stage of selection the Competent Authority/ DELHI
SUBORDINATE SERVICE SELECTION BOARD is of the opinion that sufficient number
of candidates from these communities possessing the requisite experience are
not likely to be available to fill up the posts reserved for them. |

Promotion From
amongst Deputy Forest Rangers in Level 3 in Pay Matrix (Rs. 21,700-69,100)
with fifteen years regular service as Deputy Forest Ranger. Note 1:
The incumbent must have successfully passed the mandatory training as
prescribed and sponsored by Appointing Authority, for the post of Forest
Ranger at any Forest Training College/ Institute recognized by Govt. of
India. Note 2:
Where juniors who have completed their qualifying/ eligibility service are
being considered for promotion, their seniors would also be considered
provided they are not short of the requisite qualifying/ eligibility service
by more than half of such qualifying/ eligibility service, or two years
whichever is less, and have successfully completed their probation period for
promotion to the higher grade alongwith their juniors who have already
completed such qualifying/ eligibility service. Deputation
(including short term contract) Officers/official
of the Central/State/UT Administration/ Public Sector Undertakings/
Universities/ Recognized Research Institutions/ Semi-Government or Autonomous
Bodies/ Statutory Organizations: (A) (i)
holding analogous post on regular basis in parent cadre/ department or (ii)within
6 years of service in the grade rendered after appointment thereto on a
regular basis in posts in level 5 (Rs. 29200-92300) in pay matrix or
equivalent in the parent cadre or department and (B)
Possession the educational qualification as prescribed for Direct Recruits
under column (7) with completion of 18 months prescribed inservice training
of Forest Ranger; and two years of experience in the relevant field. Note 1:
The Departmental Officers in the feeder category who are in direct line of
promotion will not be eligible for consideration for appointment on
deputation. Similarly, deputationists shall not be eligible for consideration
of appointment by promotion. Note 2:The
period of deputation including period of deputation (ISTC) in another ex
·cadre post held immediately preceding this appointment in the same or some
other organization of the Department of Central/State Government shall
ordinarily not exceed 3 years. The maximum age limit for appointment by
deputation shall not exceed 56 years as on the closing date of receipt of the
application. Note 3:
Only officers of Central/ State / UTS will be eligible for consideration for
appointment on Absorption basis |
