The Government of Goa is hereby pleased to make the following rules so as to further amend the Goa (Rules for admission to post-graduate degree and diploma courses of the Goa University at the Goa Medical College) Rules, 2004, as follows, namely:-

Rule - 1. Short title and commencement

(1)     These rules may be called the Goa (Rules for admission to postgraduate degree and diploma courses of the Goa University at the Goa Medical College) (Fifth Amendment) Rules, 2023.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Amendment of rule 3

In rule 3 of the Goa (Rules for admission to post-graduate degree and diploma courses of the Goa University at the Goa Medical College) Rules, 2004 for sub-rule (3), the following sub-rule shall be substituted, namely:-

"(3) Order of merit:-

(i)       The order of merit for admission to Post-Graduate Degree/ /Diploma Courses shall be based on State-wise merit secured by the eligible applicants at the National Eligibility-cum-Entrance Test (NEET)-PG examination for the concerned Academic Year.

(ii)      The reservation shall be 2% seats for SC, 12% seats for ST, 27% seats for OBC and 5% seats for PwD in Goa Medical College in PG Courses.

(iii)     Number of seats that can be allotted to candidates from various categories are determined as below and same shall be notified:

(iv)    A merit list of all eligible and interested candidates, shall be prepared on the basis of NEET-PG marks, scored by the candidates.

(v)      The list should additionally indicate the Reserved Categories of the applicants wherever applicable, viz. SC, ST, OBC, PwD & EWS.

(vi)    The candidates shall be called for counseling in order of merit based on NEET-PG marks and exercise their choice of branches from amongst the seats available at the time of his/her turn.

(vii)   However, the candidates from respective category will be allowed to exercise the choice only till the time seats in the respective category are available.

(viii)  Seats remaining vacant in PwD category, will be de-reserved and added to the respective category (GEN/ST/OBC).

(ix)    In case, any seats remain vacant, due to non-availability of eligible candidates belonging to SC, ST, OBC & EWS categories, the same shall be offered to candidates from GEN category.

(x)      Once the number of seats in any category are fully allotted, the candidates from that category will not be considered for further allotment of seats in that round of admission.

(xi)    The particular round of counseling and admission will be conducted till all the seats are filled or list of candidates is exhausted.

(xii)   Based on the vacancy position additional rounds of counseling and admission can be conducted.

Note: The Principal Rules were published vide Notification No. 1/8/2003-II/PHD dated 11-3-2004, in the Official Gazette, (Extraordinary), Series I No. 50, dated 11-3-2004 and subsequently amended vide following Notifications, namely:-

(i)       Notification No. 1/8/2003-II/PHD dated 21-3-2005, published in the Official Gazette, Extraordinary, Series I No. 51, dated 21-3-2005.

(ii)      Notification No. 1/4/2009-II/PHD/Part I dated 7-12-2015, published in the Official Gazette, Extraordinary, Series I No. 36, dated 8-12-2015.
