FORESTER, CLASS III, IN THE GUJARAT SUBORDINATE FOREST SERVICES RECRUITMENT RULES, 2016

PREAMBLE

In exercise of the powers conferred by the proviso to Art. 309 of Constitution of India and in supersession of all the rules made in this behalf, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Forester, Class III, in the Gujarat Subordinate Forest Service, Forest and Environment Department, Gujarat State, namely:

Rule - 1.

These rules may be called the Forester, Class III, in the Gujarat Subordinate Forest Services Recruitment Rules, 2016.

Rule - 2.

Appointment to the post of Forester, Class III, in the Gujarat Subordinate Forest Service, under the Forest and Environment Department, Gujarat State shall be made either

(a)      by promotion of a person of proved merit and efficiency from amongst the persons, who

(i)       have worked for not less than five years in the cadre of Guard, Class III in the subordinate service of the Forest Department;

(ii)      have passed the prescribed examination; and

(iii)     have passed the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006;

Provided that where the appointing authority is satisfied that a person having the experience specified in sub-clause (i) above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion even of a person having experience for a lesser period; it may, for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two-thirds of the period specified in sub-clause (i) above; or

(b)      by direct selection; or

Rule - 3.

The appointment by direct selection and promotion shall be made in the ratio of 1:2 respectively.

Rule - 4.

To be eligible for appointment by direct selection to the post mentioned in Rule 2, a candidate shall,--

(a)      not be more than 33 years of age:

Provided that the upper age limit may be relaxed in favour of a candidate who is already, in the service of the Government of Gujarat in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967.

(b)      have passed Higher Secondary School Certificate Examination from the Gujarat Secondary and/or Higher Secondary Education Board or possess an equivalent qualification recognized as such by the Government.

(c)      possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967;

(d)      possess adequate knowledge of Gujarati or Hindi or both.

(e)      possess the minimum physical standards as specified in the Appendix.

Rule - 5.

The provisions of Rule 9-A of the Gujarat Civil Services Classification and Recruitment Rules (General), 1967 shall be applicable in respect of candidate appointed by direct selection.

Rule - 6.

The candidate appointed by direct selection shall require to successfully undergo walking test of 25 kilometers in four hours in case of a male candidate and 14 kilometers in four hours in case of female candidate:

Provided that in case a candidate, who has been called for appearing in the walking test, either fails to complete the walking test within the prescribed time limit or fails to appear in the test, shall he given another opportunity to appear in the walking test. In case if he again fails to appear or pass the walking test, no further opportunity shall be given to him to appear in the walking test.

Rule - 7.

The candidate appointed by direct selection shall require to undergo such training and pass such examination as may be prescribed by the Government.

Rule - 8.

The candidate appointed by direct selection shall be required to furnish a security and surety bond in such form, for such amount and for such period as may be prescribed by the Government.

2.        (A) Candidates who have any or more of the following physical defects shall not be considered physically unfit:

(1)     Knock Knee

(2)     Pigeon Chest

(3)     Squint Eye

(4)     Flat Feet

(5)     Varicose Veins

(6)     Hammer Toes

(7)     Fractured Limb

(8)     Decayed Teeth

(9)     Colour blindness

(10)   Communicable/Skin Disease.

3.        The candidate should be free from surgical deformities like knock knees, flat foot and should not have a past history or psychiatric ailments vericose vein, etc.
