PHYSICAL EDUCATION RECRUITMENT RULES, 2019
PREAMBLE
In exercise of the powers conferred by the
proviso to article 309 of the Constitution of India read with Government of
India, Ministry of Home Affairs notification No. F24/78/68-DH (S) dated 24th
September, 1968, the Lt. Governor of National Capital Territory of Delhi, with
the prior approval of the Union Public Service Commission is pleased to frame
the following recruitment rules, regarding the method of recruitment to the
post of Director Physical Education in Degree Level Colleges under the
Department of Training and Technical Education, Government of National Capital
Territory of Delhi, namely:-
Rule - 1. Short title and commencement.
(1)
These
rules may be called the Director Physical Education Recruitment Rules, 2019.
(2)
They
shall come into force on the date of their publication in the Official Gazette.
Rule - 2. Number of posts, classification and Scale of pay.
The number of posts, their classification and
the scale of pay attached thereto shall be specified in column (2) to (4) of
the Schedule attached thereto.
Rule - 3. Method of Recruitment, Age limit and other qualification.
The method of recruitment to the said post,
age limit, qualifications and other matters connected therewith shall be as
specified in column (5) to (13) of the said Schedule.
Rule - 4. Disqualifications.
No person,-
(a)
Who
has entered or contracted marriage with the person having a spouse living or
(b)
Who
having a spouse living, has entered into or contracted marriage with any person; shall
be eligible for appointment to any of the said post:
Provided that Government may, if satisfied
that such a marriage is permissible under the personal law applicable to such
person and the other party to the marriage and there are other grounds for
doing, exempt any person from the operation of these rules.
Rule - 5. Power to relax.
Where the Government is of the opinion that
it is necessary or expedient to do so, it may, by order and for reason to be
recorded in writing, and in consultation with Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or
category of person.
Rule - 6. Saving.
Nothing in these rules shall affect
reservations and other concessions required to be provided for the Scheduled
Castes and Scheduled Tribes and other specified category of persons in
accordance with orders issued by the Central Government from time to time in
this regard.

Not exceeding 35 years. (Relaxable for Government Servants
upto five years in accordance with the instructions or order issued by the
Central Government). Note: The crucial date for
determining the age limit shall be as advertised by Union Public Service

(I) A Master's Degree in Physical
Education or A Master's Degree in Sports Science with at least 55% marks (Or
an equivalent grade in a point scale wherever grading system is followed). (II) Record of having represented the
University/College at the Inter-University Competitions or
National/International Championships. (III) Must have qualified the
National eligibility tests conducted by the University Grants Commission. (IV) Candidate who are or have been
awarded Ph.D. degree in accordance with the "UGC (Minimum standards and
procedure for award of Ph.D. Degree), Regulations 2009, shall be exempted
from the requirement of the minimum eligibility condition of NET for
recruitment and appointment of Director Physical Education. (V) Passed the following Physical
Fitness Test conducted in Accordance with UGC Regulations:- (a) All candidates who are required
to undertake the Physical Fitness Test shall be required to produce a Medical
Certificate Certifying that He/She is medically fit before undertaking such
test; (b) On production of such medical
certificate as mentioned in (a) above. The candidate would be required to
undertake the physical fitness test in accordance with the following norms,
namely:- For Men: 12 Minutes Run/Walk Test:
For Women: 8 Minutes Run/Walk Test:
Note 1: Ph.D. shall be from a
recognized University. Note 2: If a Grade Point System is
adopted, the CGPA will be converted into equivalent marks as below:-
Note 3: Qualifications are relaxable
at the discretion of the Union Public Service Commission for reasons to be
recorded in writing, in case of candidates otherwise well qualified. Note 4: The qualification(s)
regarding experience is/are relaxable at the discretion of the Union Public
Service Commission for reasons to be recorded in writing in the case of
candidates belonging to Scheduled Castes or Scheduled Tribes. If at any stage
of selection the Union Public Service Commission, is of the opinion that
sufficient number of candidates from these communities possessing the
requisite experience are not likely to be available to fill up the vacancies
reserved for them. |

By direct recruitment. Note : Vacancies caused by the
incumbent being away on deputation or long illness or study leave or under
other circumstance for duration of one year or more may be filled on
deputation basis from officers of Central Government/State Government/Union
Territories:-A. (1) Holding analogous post on regular basis in the Parent
Cadre/Department; and B. Possessing educational qualifications and experience
prescribed for Direct Recruits under column (7). (Period of deputation including
period of deputation in another ex-cadre post held immediately preceding this
appointment in the same or some other organization/department of the Central
Government shall ordinarily not to exceed three years. The maximum age limit
for appointment by deputation shall be not exceeding 56 years as on the
closing date of receipt of applications). |
