DEPUTY SUPERINTENDENT OF POLICE (UNARMED),
CLASS I, RECRUITMENT RULES, 2014
PREAMBLE
In exercise of the powers conferred by the proviso to Art.
309 of the Constitution of India and in supersession of all the rules made in
this behalf, the Governor of Gujarat hereby makes the following rules to
provide for regulating recruitment to the post of Deputy Superintendent of
Police (Unarmed), Class I, in the Gujarat State Police Service, namely:-
Rule - 1.
These rules may be called the Deputy Superintendent of
Police (Unarmed), Class I, Recruitment Rules, 2014.
Rule - 2.
Appointment to the post of Deputy Superintendent of Police
(Unarmed), Class I, in the Gujarat State Police Service shall be made either,-
(a)
by promotion of a person of proved
merit and efficiency from amongst the persons, who
(i)
have worked for not less than eight
years in the cadre of Police Inspector (Unarmed), Class II, in the Gujarat
State Police Service;
(ii)
have passed the qualifying examination
for computer knowledge in accordance with the provisions of the Gujarat Civil
Services Computer Competency Training and Examination Rules. 200G;
(iii)
possesses valid driving license for
Light Motor Vehicle;
(iv)
have passed the physical efficiency
test as may be prescribed by the Government;
(v)
have worked for not less than one year
either in the Cadre of Police Inspector (Unarmed), Class II or Police Sub-Inspector
(Unarmed), Class III (excluding the period of leave, training, etc.) separately
or combined in the branches/wings such as Intelligence/C.I.D. (Crime)/State
Control Room/Police Computer Centre/Home Guards/Civil Defense/Training of
Police Organization in the Gujarat Police Service:
Provided that where the appointing authority is satisfied
that a person having an experience as specified in sub-clause (i) above is not
available for promotion and that it is necessary in the public interest to fill
up the post by promotion even of a person having experience for a lesser
period; it may, for reasons to be recorded in writing, promote such person who
possesses experience of a period of not less than two-thirds of the period
specified in sub clause (i) above:
Provided further that the sub-clause (iii) shall come into
force after one year from the date of publication of this notification in the
Official Gazette:
Provided also that the sub-clause (v) shall come into force
after four years from the date of publication of this notification in the
Official Gazette,
or
(b)
by direct selection on the basis of
the result of Combined Competitive Examination for recruitment to the Scheduled
posts held by the Gujarat Public Service Commission in accordance with the provisions
of the Gujarat Civil Service (Class I and Class II) Competitive Examination
Rules, 2000.
Rule - 3.
Appointments by direct selection and promotion shall be
made in the ratio of 2:3, respectively:
Provided that the number of junior scale posts of the
Indian Police Service Cadre included in the cadre strength of the Deputy
Superintendent of Police, Class I (Unarmed) shall not be considered for the
ratio prescribed above.
Rule - 4.
To be eligible for appointment by direct selection to the
post mentioned in Rule 2, a candidate shall--
(a)
not be more than 30 years of age;
(b)
possess,
(i)
a degree of any of the Universities
established or incorporated Ly or under the Central or a State Act in India or
any other educational institution recognized as such by the Government or
declared to be deemed as a University under Sec. 3 of the University Grants
Commission Act, 1956; or possess an equivalent qualification recognized as such
by the Government;
(ii)
the basic knowledge of computer
application as prescribed in Gujarat Civil Services Classifications Recruitment
(General) Rules, 1967;
(iii)
the minimum requisite standard of
physique as specified in Appendix appended to these rules;
(iv)
a valid light motor vehicle driving
license on the date of appointment;
(v)
adequate knowledge of Gujarati or
Hindi or both.
Rule - 5.
A candidate appointed by direct selection shall be on
probation for a period of two years.
Rule - 6.
A candidate appointed by direct selection shall during his
probation be required to:--
(i)
undergo pre-service training and pass
the post training examination in accordance with the provisions of the Gujarat
Deputy Superintendent of Police (Training) Order, 1970;
(ii)
pass an examination in accordance with
the provisions of the Gujarat Probationary Deputy Superintendent of Police
(Departmental Examination) Rules, 2006;
(iii)
pass an examination in accordance with
the provisions of the Gujarat Civil Services Computer Competency Training and
Examination Rules, 2006; and
(iv)
undergo the Commando Training
successfully as may be prescribed by the Government from time to time.
Rule - 7.
A candidate appointed by direct selection shall be required
to pass an examination in Gujarati or Hindi or both in accordance with the
rules prescribed by the Government in that behalf.
Rule - 8.
A candidate appointed either by direct selection or by
promotion shall have to undergo such training and to pass such examination as
may be prescribed by the Government from time to time.
Rule - 9.
The candidate appointed by direct selection shall be
required to furnish a security and surety bonds in such form, for such period
and for such amount as may be prescribed by the Government in that behalf.
