PREAMBLE

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Posts, Inspectors of Posts Recruitment Rules, 2001, regulating the method of recruitment to the post of Inspectors of Posts, except as respects things done or omitted to have been done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Inspector Posts in the Department of Posts, namely:--


Rule 1 - Short title and commencement

(1) These rules may be called the Department of Posts (Inspector Posts) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the official Gazette.


Rule 2 - Number of post, classification, Pay Band and Grade Pay or Pay Scale

The number of said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.


Rule 3 - Method of recruitment, age limit, qualifications etc

The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.


Rule 4 - Disqualifications

No person, --

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.


Rule 5 - Power to Relax

Where the Central Government is of the, opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons in consultation with the Union Public Service Commission.


Rule 6 - Saving

Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion through Limited Departmental Competitive Examination:

(a) Not less than five years regular service as on 1st January of the year, to which the vacancies pertain to, in the grades of Postal or Sorting Assistants (Grade Pay of `2400), Stenographer Grade II (Grade Pay of `2400) and Lower Selection Grade (Grade Pay of `2800) including regular service put in as Postal Assistants or Sorting Assistants, if any, in-

- Post Offices, Railway Mail Service,

- Postal or Railway Mail Service, Divisional Offices, Circle Office,

- Foreign Posts,

- Return Letter Offices,

- Postal Store Depots,

- Saving Bank Control Organisation,

- Internal Check Organisation of the Circle,

- Office of Director, Postal Life Insurance, Kolkata,

- Mail Motor Service.

Note 1: A candidate shall be allowed a maximum of four chances, irrespective of grade to appear in the Limited Departmental Competitive Examination.

Provided that a candidate belonging to Scheduled Caste or Scheduled Tribe may subject to his eligibility be allowed a maximum of six chances to appear in the said Examination:

Provided further that the said Scheduled Caste or Scheduled Tribe candidate shall, if he is successful at the said Examination in his fifth or sixth chance, be entitled to be appointed only to a post reserved for Schedule Castes or Schedule Tribes, if any, as the case may be. 

Note 2: A candidate who is serving in Army Postal Service for the last two years as on 1st January of the year, to which the vacancies pertain to, or had served in Army Postal Service for a minimum period of two years shall be allowed additional two chances to appear in the Limited Departmental Competitive Examination.

Note 3: Syllabus for the Limited Departmental Competitive Examination and the minimum percentage of marks required in the said examination for inclusion in the merit list shall be as decided by the Department from time to time.

Note 4: Age limit for appearing in Limited Departmental Competitive Examination is not exceeding 40 years, relaxation by 5 Years for Scheduled Caste or Scheduled Tribe Officers.

Note 5: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 01.01.2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission.

2. Assistant Postmaster General-Member

3. Senior Superintendent of Post Offices - Member.
