DELHI PRISONS STAFF CAR DRIVER (ORDINARY GRADE), RECRUITMENT RULES, 2023
PREAMBLE
In exercise of the
powers conferred by proviso to article 309 of the Constitution read with the
Government of India, Ministry of Home Affairs notification No. F.27/59-Him (i)
dated, the 13th July, 1959 and in supersession of this Government's
Notification No. F.9/47/2002/HG/(i)/948 dated 10th March, 2008, except respects
things done or omitted to be done before such supersession, the Lt. Governor of
the National Capital Territory of Delhi, is pleased to make recruitment rules
for the post of STAFF CAR DRIVER (Ordinary Grade) in the Delhi Prisons
Department, Government of National Capital Territory of Delhi, as following,
namely:-
Rule 1. Short title and commencement.
(1)
These rules may be
called the Delhi Prisons Staff Car Driver (Ordinary Grade), Recruitment Rules,
2023.
(2)
They shall come
into force with effect from the date of their publication in the Delhi Gazette.
Rule 2. Number of posts, classification and scale of pay.
The number of the
said posts, their classification and the level of pay matrix attached thereto
shall be as specified in column (2) to (4) of the Schedule annexed to these
rules.
Rule 3. Method of Recruitment, age-limit, qualification etc.
The method of
recruitment to the said posts, age-limit, qualifications and other matters
connected therewith, shall be as specified in column (5) to (13) of the said
Schedule.
Rule 4. Disqualifications.
No Person:-
(a)
who has entered
into or contracted a marriage with a person having a spouse living; or
(b)
who having a
spouse living, has entered into or contracted a marriage with a person, shall
be eligible for appointment to the said post:
Provided that the
Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that
there are other grounds for so doing, exempt any person from the operation of
this rule.
Rule 5. Power to Relax.
Where the
Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and may relax any of
the provisions of these rules with respect to any class or category of persons.
Rule 6. Saving.
Nothing in these
rules shall affect reservations, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes,
Ex-Servicemen, Other Backward Classes and other special categories of persons
in accordance with the orders issued by the Central Government from time to
time in this regard.

shall be as advertised by the DSSSB/Competent Authority. *If Direct recruitment is to be made by 'direct open
competitive examination the age limit would be 18-27 years. |
Essential:- (i) Possession of a valid Driving License of Light
Motor Vehicles, (ii) Knowledge of motor mechanism (the candidate
should be able to remove minor defects in vehicle); (iii) Experience of driving a motor car for at least
3 years and (iv) Pass in 10th standard. Desirable:- Three years service as Home Guard/Civil Volunteers. Note 1: The qualification regarding experience is
relaxable at the discretion of the Competent Authority. Note2: In the case of candidates belonging to the
Schedule Castes or Scheduled Tribes if at any stage of selection, the
Competent Authority is of the opinion that the sufficient number of
candidates with requisite experience is not likely to be available to fill up
the vacancy reserved for them. |

From amongst the regular employees of Delhi Prisons
Department in Level-1 (Rs. 18000-56900 of the pay Matrix) (erstwhile Group-D)
having Driving licence of Light Motor Vehicle in the office in which the
vacancy arises. Subject to passing of the Trade test of appropriate
standard to be conducted by Transport Department, GNCT of Delhi. |
Group 'C' Departmental Promotion Committee (for
considering promotion and confirmation): 1. Pr. Secretary/Secretary (Power) -Chairperson 2. Head of the Department concerned -Member 3. Dy. Secretary (Finance) -Member Note:- Senior most member of the departmental
promotion/Confirmation committee shall act as Chairperson in case notified
Chairperson happens to be junior to another member of the committee. |
