Public Relations Officer And Public Relations Officer Recruitment Rules, 2024

In
exercise of the powers conferred by the proviso to article 309 of the
Constitution of India and in supersession of the Indian Railways Public
Relations Department (Group A and Group B posts) Recruitment Rules, 1982,
except as respects things done or omitted to be done before such supersession,
the President hereby makes the following rules regulating the method of recruitment
to the post of Chief Public Relations Officer, Senior Public Relations Officer
and Public Relations Officer of the Indian Railways, namely :-
Rule - 1. Short title and commencement
(1)
These
rules may be called the Chief Public Relations Officer, Senior Public Relations
Officer and Public Relations Officer Recruitment Rules, 2024.
(2)
They
shall come into force on the date of their publication in the Official Gazette.
Rule - 2. Application
These
rules shall apply to the posts specified in column (1) of the schedule annexed
to these rules.
Rule - 3. Number of posts, classification and level in pay matrix
The
number of posts, its classification and level in the pay matrix attached
thereto, shall be as specified in columns (2) to (4) of the said Schedule.
Rule - 4. Method of recruitment, age-limit, qualifications, etc
The
method of recruitment, age-limit, qualifications and other matters relating
thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
Rule - 5. Disqualification
No
person, -
(a)
who
has entered into or contracted a marriage with a person having a spouse living;
or
(b)
who,
having a spouse living, has entered into or contracted a marriage with any
other person, shall be eligible for appointment to the said post:
Provided
that the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and the other party to the
marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
Rule - 6. Power to relax
Where
the Central Government is of the opinion that it is necessary or expedient to
do so, it may, by order, for reasons to be recorded in writing and in
consultation with the Union Public Service Commission, relax any of the provisions
of these rules with respect to any class or category of persons.
Rule - 7. Savings
Nothing
in these rules shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled
Tribes, Other Backward Class, Ex-servicemen and other special categories of
persons, in accordance with the orders issued by the Central Government from
time to time in this regard.

the pay mat rix with five years regular service in the grade.
Note:
Where Jun iors who have comp leted their quali fying or eligibility service
are being consi dered for promo tion, their seniors would also be consi dered
provi ded they are not short of the requi site quali fying or eligi bility
service by more than half of such quali fying or eligi bility serv ice or two
years, whic hever is less, and have success fully comp leted their proba tion
period for prom otion to the next hig her grade along with their Jun iors who
have alr eady com pleted such quali fying or eligi bility service.
Depu
tation: Officers of the Central Govern ment or State Govern ment or Union
Terri tories Admini stration:
(a) (i)
holding ana logous posts; or
(ii) with
five ye ars service in level 11 (Rs. 67700 -208700) in the pay mat rix; and
(b) posse
ssing at least bachelor deg ree of a reco gnized Unive rsity/ Insti
tute and five years exper ience of public relations, journa listic or publi
city work.
Note 1:
The Depart mental Officers in the feeder category who are in direct line of
prom otion shall not be eligible for consi deration for appoin tment on depu
tation. Simi larly, deputationists shall not be eligible for conside ration
for appoin tment by promo tion.
Note 2:
The period of depu tation including the period of deputa tion in another
ex-cadre post held imme diately preceding this appoin tment in the same or
some other organi zation or department of the Central Gover nment shall not
exc eed four years.
Note 3:
The maxi mum age- limit for appoin tment by depu tation shall be not excee
ding fifty- six years as on the closing date of the receipt of the appli
cations.

sati sfy the relevant mini mum service condi tions.
Note 2:
For the pur pose of sele ction each Zonal Rail way and Produ ction Unit will
be a sepa rate and indepe ndent unit exc ept Rail Wheel Fac tory produ ction
unit which will be atta ched with South ern Rail way.
Note 3:
The eligi bility list for promo tion shall be pr epa red with reference to
the date of comp letion by the offi cers of the quali fying service in the
respe ctive grade or post.
