In exercise of the powers conferred by sub-section (1) and clause (a) of subsection (2) of Section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in supersession of the Central Reserve Police Force (Combatised Para-Medical Posts) Recruitment Rules, 2011 in so far as they relate to the post of Sub Inspector (Staff Nurse), except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Sub - Inspector (Staff Nurse) in the, Central Reserve Police Force, under the Ministry of Home Affairs, namely:

Rule - 1. Short title and commencement.

(1)     These rules may be called the Central Reserve Police Force, Sub Inspector (Staff Nurse) Group ‘B’ (Combatised Para-Medical Post), Recruitment Rules, 2019.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Number of post, classification and level in the pay matrix.

The number of post, its classification, level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Rule - 3. Method of recruitment, age limit, qualifications, etc..

The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Rule - 4. Disqualification.

No person,

(a)      who has entered into or contracted a marriage with a person having a spouse living: or”

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 5. Power to relax.

Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of person.

Rule - 6.

Saving-Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

Rule - 7. Physical standard for direct recruitment.

As per Part IV of Recruitment Manual, Central Reserve Police Force, 1975 as corrected up to 19-04-2006

(a) Height

:

For Male - 170 cms.

:

For Female - 157cms.

(b) Chest

:

For Male : Unexpanded - 80cms

Expanded-Minimum expansion 5cms.

For Female - Not applicable.

(c) Weight

:

For Male and Female : Proportionate to height and age as per medical standards.

(d) Eye Sight

:

The minimum distance vision should be 6/6 and 6/9 of 2 eyes without correction i.e. without wearing of glasses.

 

(e)   The candidate shall not have knock knee, flat foot, varicose vein or squint in eyes and they shall possess high colour vision. They shall be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

(f)    Relaxation : Relaxation shall be permissible in height and chest to the Scheduled Tribes and hill peoples as follows:

(i)       Height : Minimum height of candidates failing the categories of of Garhwalis, Kumaonis, Gorkhs, Dogras, Marathas and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir Region under Union Territory of Jammu and Kashmir and Leh and Ladakh Regions of Union Territory of Ladakh shall be 165 cms. for men.

For females the minimum height shall be 155 cms. The minimum height for Scheduled Tribes shall be 162.5cms. for male and 150cms. for Female.

(ii)      Chest : Relaxation in chest is applicable to the Scheduled Tribes and hill people. The minimum chest for this category of personnel is as under:

(a)      Men belonging to hill areas specified in above para: 78-83 cms.

(b)      Scheduled Tribes of all States/Union Territories : 76-81cms.

Rule - 8. Physical Efficiency Test.

(a)      Race

(i)       For Male : 1 mile in 7.5 minutes.

(ii)      For Female : 800 mtrs. In 6 minutes.

(b)      Long Jump

(i)       For Male : 10 feet

(ii)      For Female : 6 feet

(c)      High Jump

(i)       For Male : 3 feet

(ii)      For Female : 2.5 feet.

Rule - 9. Medical fitness for promotion.

For combatised staff promotion from one post to another in any grade or rank or post included in the Schedule, individual shall be required to confirm to medical category shape-I as prescribed by the Government.

Note :

The crucial date for determining the age-limit shall be the closing date for receipt of applications and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Union Territory of Ladakh, Lahaul and Spiti district and Pangi SubDivision of Chamba district of Himachal Pradesh, Andaman and Union territories of Nicobar Islands and Lakshadweep.

Qualification : Essential :

(i) 12th class pass from a recognised Board; and

(ii) passed the three and half years course in diploma in General Nursing and Midwifery from a recognised Board or council;

(iii) registered as a nurse or nurse and mid-wife with Central Nursing Council or State Nursing Council.

Not applicable.

Two years.

 

Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of vacancies to be filled by various methods.

Promotion;

Head Constable (Nurse or Auxiliary Nurse Mid-wifery) in level 4 in the pay matrix Rs. 25,500-81,100/- with ten years regular service in the grade and having educational qualifications prescribed for direct recruits under column (7).

Note:

Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
