Central Reserve Police Force, Pioneer Cadre
(Group B Combatised Posts) Recruitment Rules, 2014

In exercise of
the powers conferred by Sub-section (1) of Section 18 of the Central Reserve
Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the
following rules regulating the method of recruitment to the posts of Inspector
(Overseer) (Civil) and Inspector (Overseer) (Electrical) in the Central Reserve
Police Force, in the Ministry of Home Affairs, namely:—
Rule - 1. Short title and commencement.
(1) These rules may
be called the Central Reserve Police Force, Pioneer Cadre (Group B Combatised
Posts) Recruitment Rules, 2014.
(2) They shall come
into force on the date of their publication in the Official Gazette.
Rule - 2. Definitions.
In these rules,
unless the context otherwise requires,-—
(a) “Director
General” means the Director General, Central Reserve Police Force;
(b) “Competent
Authority” means the appointing authority or the authority referred in the
Central Reserve Police Force Act, 1949 and the Central Reserve Police Force
Rules, 1955;
(c) Words and
expressions used herein but not defined, shall have the same meanings as
assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949) and
the Central Reserve Police Force Rules, 1955.
Rule - 3. Application.
These rules
shall apply to the posts specified in column (1) of the Schedule annexed to
these rules.
Rule - 4. Number of posts, classification, pay band and grade pay or pay scale.
The number of
posts, their classification, pay band and grade pay or pay scale attached
thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
Rule - 5. Method of recruitment, age-limit, qualification, etc.
The method of
recruitment, age-limit, qualifications and other matters relating to the said
posts shall be as specified in columns (5) to (13) of the said Schedule.
Rule - 6. Pre-promotional courses.
Every person in
the feeder rank shall undergo qualifying courses before completing the service
eligibility period for promotion to higher rank in the order of their seniority
and shall, before any promotion, be required to pass pre-promotional and
promotional courses:
Provided that
if the Director General is satisfied that due to exigencies of service or other
unavoidable reasons, any such member is not able to undergo the required
pre-promotional courses, he may promote such member of the Force, subject to
passing pre-promotional courses within a period two years, from the date of
promotion, failing which he shall be reverted to previous rank and status.
Rule - 7. Disqualification.
No person,—
(a) who has entered
into or contracted a marriage with a person having a spouse living; or
(b) who, having a
spouse living, has entered into or contracted a marriage with a person;
shall be
eligible for appointment to the said posts:
Provided that
the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and there are other grounds
for doing so, exempt any person from the operation of this rule.
Rule - 8. Medical Standards.
The person who
seeks appointment under these rules shall fulfil the SHAPE-I medical standards.
Explanation.— For the
purpose of this rule “SHAPE-I” means medical category defined as under:—
“SHAPE-I” means
the Medical Category defined as under:—
(i) Medical
classification done by Medical Officer after assessing fitness of the officer
under the given factors indicated by the code letters SHAPE, which represent
the following function:—
S-Psychological
H-Hearing
A-Appendages
P-Physical
Capacity
E-Eye-Sight
(ii) Functional
capacity of an officer under each factor will be denoted by numerals 1 to 5
against each code letter, indicating declining functional efficiency and the
numerals will be written next to the code letter, except that where an officer
is in Grade-I in all factors, his category may be denoted by writing SHAPE-I
instead of writing S1H1A1P1E1 and the general evaluation of these numerals is
as under:—
(1) Fit for all
duties anywhere.
(2) Fit for all
duties but may have limitations as to type of duties and areas of employability
depending on whether the duties involve severe stress or demand acuity of
hearing or vision of both ears and eyes.
(3) Excepting “S”
factor, fit for routine or sedentary duties but may have limitations of
employability at high altitude (above 2,700 meters) extreme cold areas of hilly
terrain and for long assignments.
(4) Temporarily
unfit for duties on account of hospitalisation of sick leave.
(5) Permanent unfit
for duties.
Rule - 9. Ineligibility of aliens.
No person who
is not a citizen of India shall, except with the prior permission of the
Central Government in writing, be appointed under these rules:
Provided that
nothing contained in this rule shall debar the appointment or employment of a
subject of Nepal or Bhutan in the Force under these rules.
Rule - 10. Superannuation.
(1) The person
appointed under these rules shall retire from service on the afternoon of the
last day of the month in which he attains the age of fifty seven years:
Provided that
the person whose date of birth is the first of a month shall stand retired from
service on the afternoon of the last day of the preceding month on attaining
the age of fifty seven years.
(2) No person shall
be granted extension in service beyond the age of retirement on superannuation.
Rule - 11. Power to relax.
Where the
Central Government is of the opinion that it is necessary or expedient to do
so, it may, by order, for reasons, to be recorded in writing, relax any of the
provisions of these rules in respect to any class or category of persons.
Rule - 12. Saving.
Nothing in
these rules shall affect reservations, relaxation of age limit and other
concessions, provided to the Scheduled Castes, the Scheduled Tribes, Other
Backward Classes, Ex-Servicemen and other special categories of persons, in
accordance with the orders, issued by the Central Government from time to time,
in this regard.

By promotion:
Sub Inspector (Civil) of Central Reserve Police
Force in the pay band-2, Rs. 9300-34800 with grade pay of Rs. 4200/- with
five years regular service in the grade and have qualified pre-promotional
course or courses.
Note 1: Where juniors who have completed their
qualifying or eligibility service are being considered for promotion, their
senior shall also be considered provided they are not short of the requisite
qualifying or eligibility service by more than half of such qualifying or
eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher grade along
with their juniors who have already completed such qualifying or eligibility
service.
Note 2: For the purpose of computing minimum
qualifying service for promotion, the service rendered on a regular basis by
an officer prior to the 1st January, 2006 or the date from
which the revised pay structure based on the recommendations of the Sixth
Central Pay Commission has been extended, shall be deemed to be service
rendered in the corresponding grade pay or pay scale extended based on the
recommendations of the said Pay Commission except where there has been
merger of more than on pre-revised scale of pay
into one grade with a common grade pay or pay

Deputation/absorption:
Officers of the Central Government or Central
Armed Police Force:
(a)(i) holding analogous posts in the parent
cadre or department; or
(ii) with five years' service in the grade
rendered after appointment thereto on regular basis in the
pay band-2, Rs. 9300-34800 with grade pay of Rs.
4200; and
(b) possessing the following educational
qualifications, experience and medical standards:
(i) three years' diploma in Civil Engineering
from a recognised institute;
(ii) having three years' experience in civil
work; and
(iii) should be in the medical category
“SHAPE-I”.
Note 1: The departmental candidates in the feeder
category who are in the direct line of promotion shall not be eligible for
appointment on deputation Similarly, deputationist shall not be eligible for
appointment on promotion.
Note 2: The period of deputation including
deputation to another ex-cadre post held immediately preceding this
appointment in the same or other organisation or department of Central
Government shall ordinarily not exceed three years.
Note 3: The maximum age limit for eligibility for
deputation shall be fifty two years on the date of receipt of application.
Note 4: For the purpose of appointment on
deputation/absorption basis, the service rendered on a regular basis by an
official prior to the 1st January, 2006 or the date from
which the revised pay structure based on the recommendations of the Sixth
Central Pay Commission has been extended, shall be deemed to be service
rendered in the corresponding pay band and grade pay or pay scale extended
based on the recommendation of the said Pay Commission except where there has
been merger of more than one pre-revised scale of pay into one grade with a
common grade pay or pay scale, and where this benefit will extend only for
the posts for which that grade pay or pay scale is the normal replacement
