CENTRAL RESERVE POLICE FORCE, ASSISTANT SUB INSPECTOR (STENO) AND HEAD CONSTABLE (MINISTERIAL) RECRUITMENT RULES, 2012
PREAMBLE
In exercise of the powers conferred by section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in super session of the Central Reserve Police Force ( Combatised Group 'C' Ministerial posts) Recruitment Rules, 2010 in so far they relate to the post of Assistant Sub Inspector (Steno) and Head Constable (Ministerial), except as respects things done or omitted to be done before such super session, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Sub Inspector (Steno) and Head Constable (Ministerial) in the Central Reserve Police Force in the Ministry of Home Affairs namely :-
Rule 1 - Short title and commencement
(1) These rules may be called the Central Reserve Police Force, Assistant Sub Inspector (Steno) and Head Constable (Ministerial) Recruitment Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Application
These rules shall apply to the posts specified in column(1) of the schedule annexed to these rules.
Rule 3 - Number of posts, classification and Level in Pay Matrix.-

The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said schedule.]
1. Substituted by the Central Reserve Police Force, Assistant Sub Inspector (Steno) and Head Constable (Ministerial) Recruitment (Amendment) Rules, 2018 vide Notification No GSR1121(E) dated 15.11.2018 for the following :-
"The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule"
Rule 4 - Method of recruitment, age limit, qualifications, etc
The method of recruitment, age-limit, qualifications, and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
Rule 5 - Disqualification
No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
Rule 6 - Medical Fitness
Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-1, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purpose of this rule, "SHAPE-1" means medical category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under the given factors indicated by the code letters SHAPE, which represent the following functions, namely:-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eyesight
(ii) Functional capacity of an officer under each factor shall be denoted by numerals 1 to 5 against each code letter, indicating the declining functional efficiency and the numerals will be written next to the code letter, except that where an officer is in Grade-1 in all factors, his category may be denoted by writing SHAPE-1, instead of writing S1H1A1P1E1, and the general evaluation of these numerals is given as under:-
1. Fit for all duties anywhere.
2. Fit for all duties but may have limitations as to the type of duties and the area of employability depending on whether the duties involve severe stress of demand acuity of hearing or vision of both eyes or eyes respectively.
3. Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.
4. Temporarily unfit or duties on account of hospitalization or sick leave.
5. Permanently unfit for duties.
Rule 7 - Ineligibility of non-citizens of India
No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the force.
Rule 8 - Superannuation
(1) A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of fifty seven years:
Provided that the person whose date of birth is the first day of a month shall retire on the afternoon of the last day of the preceding month of attaining the age of fifty seven years.
(2) No person shall be granted extension in service beyond the age of retirement specified in sub-rule (1)
Rule 9 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 10 - Saving
Nothing in this rules shall effect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Between 18 and 25 years (Upper age limit shall be relaxable by five years for the candidates belonging to the Sche duled Castes (SC) and the Scheduled Tribes (ST) and three years for Other Backward Classes (OBC). Dictation: 10 minutes @ 80 words per minute.
Transcription time 50 minutes in English or 65-minutes in Hindi on computer. |

(iv) Medical Standard
(a) Eye Sight- The minimum distant vision should be 6/6 in one eye and 6/9 in other eye without correction i.e. without wearing of glasses or lenses.
(b) Candidates must not have knock knee, flat foot, squint in eyes or varicose vein and they should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. |
