Central Reserve Police Force, Assistant Sub-Inspector (Mechanic Motor Vehicle), Technical Cadre, Group ‘C’ post Recruitment Rules, 2022[1]

In exercise of the powers conferred by sub-section (1) and clause (a) of sub-section (2) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Mechanic Motor Vehicle) Technical Cadre, Group ‘C’ post in the Central Reserve Police Force, namely:—

Rule - 1. Short title and commencement.

(1)     These rules may be called the Central Reserve Police Force, Assistant Sub-Inspector (Mechanic Motor Vehicle), Technical Cadre, Group ‘C’ post Recruitment Rules, 2022.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Number of post, classification and level in the pay matrix.

The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

Rule - 3. Method of recruitment, age-limit and other qualifications, etc.

The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule.

Rule - 4. Pre-Promotional courses.

Every member of the Force in the feeder category shall be detailed to undergo, qualifying courses, before completing the service eligibility period for promotion to higher rank, in order of his seniority and every such member of the Force shall, before any promotion, be required to pass pre-promotional course or promotional course or courses as specified in Column (11) of the said Schedule:

Provided that if the Director General, Central Reserve Police Force is satisfied that due to exigencies of service or other unavoidable reasons, any such member is not able to undergo the required pre-promotional course or promotional course or courses, he after the reasons to be recorded in writing, may promote such member of Force, subject to passing of pre-promotional course within a period of two years, from the date of his promotion, failing which he shall be reverted to previous rank and status.

Rule - 5. Seniority.

The seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and instructions issued by the Central Government from time to time in this regard.

Rule - 6. Disqualification.

No person,—

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 7. Ineligibility of Non-citizens of India.

No person, other than the citizen of India and Subject of Nepal or Subject of Bhutan shall be appointed or employed under these rules except with the prior permission of the Central Government in writing.

Rule - 8. Superannuation.

Every person appointed under these rules, shall retire from service in the afternoon of the last day of the month in which he attains the age of sixty years:

Provided that the person whose date of birth is the first day of a month shall retired from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.

Rule - 9. Power to relax.

Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect to any class or category of persons.

Rule - 10. Saving.

Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-Servicemen and others special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

Rule - 11. Interpretation.

If any question relating to the interpretation of these rules arises, shall be referred to the Central Government for its decision.

By promotion:

Promotion from amongst Head Constable (Mechanic Motor Vehicle) in level-4 (Rs. 25500-81100/-) in the pay matrix in medical category SHAPE-I having not less than five years regular service in the grade rendered after appointment thereto on regular basis and who,—

(i) Successfully passed pre-promotional course or promotional course or courses as prescribed by the Director General, Central Reserve Police Force; and

(ii) has good record of service.

Explanation:-For the purpose of this schedule, “SHAPE-I” means the Medical Category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008 dated 15th December, 2008 and subsequent amendments issued by the Directorate General, Central Reserve Police Force from time to time.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Group ‘C’ Departmental Promotion Committee (for considering promotion) consisting of:—

(i) Deputy Inspector General, Central Reserve Police Force- Chairman;

(ii) Commandant, Central Reserve Police Force-Member;

(iii) Second in Command, Central Reserve Police Force-Member;

(iv) Assistant Commandant, Central Reserve Police Force-Co-opted Member;

(v) One member of the Force not below the rank of Sub-Inspector having sufficient knowledge of relevant trade:- Member.
