In exercise of powers conferred by section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968), and in supersession of Central Industrial Security Force (Subordinate Ranks) Recruitment Rules, 1999, in so far it relates to the post of Sub-Inspector (Executive), except as respective things done and omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Sub-Inspector (Executive) in the Central Industrial Security Force, in the Ministry of Home Affairs, namely:-
Rule 1 - Short Title and Commencement
(1) These rules may be called the Central Industrial Security Force, Security Wing, Sub-Inspector (Executive) Recruitment Rules, 2010.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Number of Posts, Classification and Pay Band and Grade Pay/Pay Scale
The number of said posts, its classification and Pay Band and Grade Pay/Pay Scale attached thereto shall be as specified in columns 2 to 4 of the schedule annexed to these rules.
Rule 3 - Method of Recruitment, Age Limit, Qualification, etc
The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said schedule.
Rule 4 - Disqualification
No person, -
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
Rule 5 - Power to Relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 6 - Saving
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Casts, the Scheduled Tribes, the Other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(i) Promotion: From amongst the Assistant Sub-Inspector (Executive) who have completed six years regular service in the rank, failing which, eleven years combined regular service in the rank of Head Constable (General Duty) or Head Constable (Driver) out of which at least one year should be in the rank of Assistant Sub-Inspector (Executive), and being in medical category SHAPE-I and have successfully completed promotion cadre course of sub- Inspector (Executive) before being considered for promotion.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years which ever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
(ii) Deputation:
(a) Personnel of the rank of Sub-Inspectors (Executive) or holders of equivalent ranks in the Central or State Government Organisations.
(b) Suitable personnel of the rank of Assistant Sub-Inspector (Executive) or holders of equivalent ranks in the Central or State Police
Organisations, who have completed six years service in the said rank.
Note: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall not ordinarily exceed three years. The maximum age limit for appointment on deputation shall be not exceeding fifty-six years as on the closing date of the receipt of application.
Constable/General Duly, Head Constable/General Duty, Assistant Sub-Inspector/ Executive and Tradesmen of Central Industrial Security Force with four years of service" including basic training shall be eligible. Should have good ACRs of last four years and unblemished service records till the issue of offer of appointment, provided that: -
(a) Upper age limit shall be not more than 32 years.
(b) Educational qualification and Physical Standard should be at par with the direct recruits indicated in column 8.
(c) Medical Category: SHAPE -I
(d) Selected candidates required to qualify the basic training as prescribed by the Director General/ Central Industrial Security Force.
(e) Not more than three chances will be given to any Constable/ Head Constable (General Duty), ASI/Exe and Tradesmen for appearing in the limited departmental competitive examinations.
Note: 1- The examination will consists of Written Test, PST, PET and Interview.
Note: 2- The relaxation of Scheduled Castes and Scheduled Tribes candidates shall be admissible as per the Government rules for Limited Departmental Competitive Examination.
