BOTANICAL SURVEY OF INDIA (BOTANIST) RECRUITMENT RULES, 2017
PREAMBLE
In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) the Botanical Survey of India (Class-I and Class-II posts) Recruitment Rules, 1965 insofar as they relate to the posts of Curator (Central National Herbarium), Assistant Curator (ISIM), Assistant Ecologist, Botanist (Horticulture), Garden Curator, Curator (Indian Botanic Garden) (ii) the Botanical Survey of India, Assistant Information Officer (Central Office), Assistant Information Officer (Indian Botanic Garden) and Publication Officer Recruitment Rules, 1976 insofar as they relate to the posts of Assistant Information Officer (Central Office), Assistant Information Officer (Indian Botanic Garden) and (iii) the Botanical Survey of India (Botanist-Group 'B') Recruitment Rules, 1991, except as respects things done or omitted to be done before such super session, the President hereby makes the following rules regulating the method of recruitment to the posts of Botanist in the Botanical Survey of India under the Ministry of Environment, Forest and Climate Change namely:
Rule 1 - Short title and commencement
(1) These rules may be called the Botanical Survey of India (Botanist) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Number of posts, classification and Level in the Pay Matrix
The number of posts, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
Rule 3 - Method of recruitment, age limit and qualifications, etc
The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
Rule 4 - Disqualification
No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
Rule 5 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 6 - Savings
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: (Relaxable for Government servants up to 5 years in accordance with the instructions or orders issued by the Central Government)
Note 2: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi sub- division of Chamba District of Himachal Pradesh, Andaman and Nicobar islands or Lakshadweep). |
Essential:
(i) M.Sc. Degree in Botany/ Horticulture/ Life Sciences/ Agriculture from a recognised University.
(ii) 3 years' experience of Research in any of the following branches:
Angiosperms/ Gymnosperms/ Algae/ Fungi/ Lichens/ Bryophytes/ Pteridophytes/ Horticulture/ Arboriculture/ Forestry/ Ecology & Environment/ Economic Botany/ Museology (as evidenced by publications)
(iii) Experience of plant collection in the field and knowledge of herbarium methodology and preservation of liquid and carpological collections/ Tissue Culture, ex-situ and in-situ conservation.
Desirable (any one):
(i) Knowledge of any one of the following languages: Latin/ German/ French/ Russian/ Chinese/ Japanese/ Spanish.
(ii) Knowledge of International Code of Botanical Nomenclature.
(iii) Knowledge of Environmental Impact Studies.
(iv) Knowledge of Journalism/ Mass Communication.
(v) Knowledge of barcoding, scanning and digitisation of herbarium specimens.
(vi) Knowledge of Ecology of flowering plants.
(vii) Knowledge in computer applications.
Note 1: Qualifications are relaxable at the discretion of the UPSC, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the UPSC, for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes, if at any stage of selection, the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
Note 3: The particular discipline in the educational qualification and areas in which experience are required shall be specified according to the requirement at the time of recruitment. |

Promotion:
Botanical Assistant with 5 years' service in Level-6 of the Pay Matrix rendered after appointment thereto on a regular basis and successful completion of 2 weeks training as prescribed by the Ministry of Environment, Forest and Climate Change.
Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. |
Group 'B' Departmental Promotion Committee for promotion and confirmation consisting of:
(1) Joint Secretary or Equivalent in charge of CS division of MoEF - Chairman
(2) Director (CS) or equivalent, MoEF- Member
