BORDER SECURITY FORCE, COMBATISED ASSISTANT SUB-INSPECTOR (STENOGRAPHER) AND HEAD CONSTABLE (MINISTERIAL), RECRUITMENT (AMENDMENT) RULES, 2019
PREAMBLE
In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), the Central Government hereby makes the following rules further to amend the Border Security Force, Combatised Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) Recruitment Rules, 2013, namely:-
Rule 1 - RULE 1
(1) These rules may be called the Border Security Force, Combatised Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial), Recruitment (Amendment) Rules, 2019.
(2) They shall come into Force on the date of their publication in the Official Gazette.
Rule 2 - RULE 2
In the Border Security Force, Combatised Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) Recruitment Rules, 2013, in the schedule,-
(1) against serial number 1 relating to the post of Assistant Sub-Inspector (Stenographer),-
(A) in column (7), for item (iv), the following shall be substituted, namely :-
"(iv) Medical Standard
(a) Eye Sight :-

In right handed person, the Right eye is better eye and vice versa.
Binocular vision is required |
(b) the candidate must not have knock knee, flat foot, varicose vein or squint in eyes and they should possess CP III by ISIHARA vision;
(c) the candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties;
(v) must qualify technical aptitude and trade test both in written and practical."
(2) against serial number 2, relating to the post of Head Constable (Ministerial),-
(A) in column (2), for the existing entries, the following shall be substituted, namely:-
"1574 * (2019)
* Subject to variation dependent on workload";
(B) in column (7), for item (iv), the following shall be substituted, namely :-
" (iv) Medical Standard
(a) Eye Sight :-

(C) in column (8), the following note shall be inserted, namely:-
"Note.- Not applicable for Absorption of Constable (Daftary) from Border Security Force";
(D) in column 10, for the entries, the following shall be substituted, namely:-
"(i) 85% by direct recruitment or absorption of Constable (Daftary) of Border Security Force;
(ii) 15% by selection through limited departmental competitive examination or absorption of Constable (Daftary) of BSF, failing which by direct recruitment."
(E) in column 11, for the entries, the following entries shall be substituted, namely:-
"Selection through limited departmental competitive examination :
(i) By Selection through limited departmental competitive examination from amongst Head Constable (General Duty), Constable (General Duty) and constable (Tradesman) with five year total regular service in constable and head constable grade(s) and possessing qualifications prescribed for direct recruitment under column (7); and
(ii) should be in medical category 'SHAPE-I';
(iii) must have good record of service;
Absorption of Constable (Daftary) of Border Security Force:
(i) Constable (Daftary) in Border Security Force on regular basis;
(ii) with five years service in the grade after appointment thereto on regular basis as constable (Daftary) in level-3 (Rs. 21700-69100) in the pay matrix;
(iii) shall qualify the basic training as specified for entry level post;
(iv) should have undergone courses or training as specified by the Director General, Border Security Force from time to time.
Note 1.- If the Director General, Border Security Force, satisfied that due to exigencies of service or other reasons, any Constable (Daftary) is/are not able to pass the pre-promotion courses, he may absorb such constable (Daftary) subject to passing the pre-promotion course by such Constable (Daftary) within two years from the date of absorption.
Note 2.- Seniority in the grade in which Constable (Daftary) is absorbed will normally be counted from the date of absorption.
Note 3.- Inter-se-seniority of Constable (Daftary) absorbed as Head Constable (Ministerial) on a particular date will be determined in accordance with the date of appointment in the rank of Constable (Daftary).
Note 4.- The relative seniority of direct recruits, absorbees and limited departmental competitive examination candidates appointed on a particular date will be determined in the order of direct recruitment, limited departmental competitive examination candidate and Absorbees and the Constable (Daftary) absorbed as Head Constable (Min) will be ranked below all direct recruitment and limited departmental competitive examination candidates appointed on a particular date".
