BIHAR INFORMATION SERVICE
RULES, 2012
PREAMBLE
In exercise of the powers conferred under the proviso of
the Article 309 of the Constitution of India, the Governor of Bihar hereby
makes the following rules to regulate the mode of recruitment and service
conditions in the Bihar Information Service.
CHAPTER 1
PRELIMINARY
Rule - 1. Short title, extent and commencement.--
(1)
These Rules may be called the Bihar
Information Service Rules, 2012.
(2)
It shall extend to whole of the State of
Bihar.
(3)
It shall come into force with immediate
effect (from the date of publication in the Bihar Gazette).
Rule - 2. Definitions.--
In these Rules unless these is repugnant to the context.
(a)
"Governor" means the Governor of
Bihar.
(b)
"Government" means the Government
of Bihar.
(c)
"Department" means Information and
Public Relations Department, Bihar.
(d)
"Commission" means Bihar Public
Service Commission.
(e)
"Service" means Bihar Information
Service.
(f)
"Member or member of service" means
the persons appointed in the Bihar Information Service.
(g)
"Schedule" means a schedule set out
in the schedule appended to these Rules.
(h)
"Subordinate services" means the
cadre of Additional District Public Relation Officer.
Rule - 3. Constitution of Service.--
In the name of Bihar Information Service, a state service
will be constituted.
Rule - 4. Structure of Service.--
This service shall be under administrative control of the
Information and Public Relations Department. The State Government will decide
the strength of the posts in addition to the sanctioned posts will approve
creation of permanent/temporary posts of this service, from time to time.
Rule - 5. Status of posts.--
Member of Bihar Information Services will be gazetted.
CHAPTER 2
RECRUITMENT
Rule - 6. Sources of recruitment.--
Unless otherwise provided, the recruitment shall be made
in this service in the following manner:-
(a)
By direct recruitment as per chapter 3 of
these Rules.
(b)
Appointment by promotion as per chapter-4 of
these Rules.
Rule - 7. Deciding of vacancies and informing the Commission.--
The vacancies to be calculated on the basis of the
position on the first April every year and in this way requisition of the
calculated vacancies shall be made available to the Commission by 30th April of
the year for appointment by direct recruitment and for appointment by promotion
shall be placed before the Departmental Promotion Committee for consideration.
Rule - 8. Proportion of appointment by direct recruitment and promotion.--
(i) ???Out
of the total strength of basic grade in this service 50 percent posts would be
filled up by direct recruitment and 50 percent by promotion.
(ii) ??The
vacancies for appointment by direct recruitment and by promotion will be
calculated by the State Government on the first April every year. 50 percent of
the posts will be filled up by appointment, by promotion of Additional District
Public Relation Officers.
Rule - 9. Reservation.--
The reservation policy and roster, as prescribed from
time to time by the State Government, must be followed in the appointment and
promotion.
CHAPTER 3
DIRECT RECRUITMENT
Rule - 10. Direct Recruitment by Commission.--
By publishing an advertisement, the Commission shall
receive applications from deserving candidates to be appointed in the basic
grade of this service and select on the basis of the open competitive
examination.
Rule - 11. Eligibility.--
For the appointment in this cadre, the eligibility of the
candidates shall be as per schedule-l
Rule - 12. Viva-Voce.--
For Viva-Voce of selected candidates on the basis of
marks obtained in the written examination, marks will be determined separately.
Although for Viva-Voce, no minimum qualifying marks will be decided.
Rule - 13. Recommendation by Commission regarding Candidates.--
The Commission will prepare a merit list on the basis of
marks obtained in the written and viva-voce examination. Out of such prepared
list, the Commission will recommend to the State Government the names of
candidates to such extent by which numbers of vacancies reported would be
covered.
Rule - 14. Medical Examination.--
Every selected candidate for appointment will have to
appear before the Medical Board constituted by the State Government for medical
examination. With a view to dispose of the duties of the holding post with
efficiency the candidate, who will fail to satisfy the medical board regarding
the required physical abilities, shall not be appointed.
Rule - 15. Recommendation by Commission to the Government.--
(1)
The Commission will prepare a list in order
of merit of successful candidates for filling up of the vacancies. In the
instance of marks of two or more than two candidates being the same, their
merit will be decided on the basis of additional educational qualification or
seniority of age of candidates respectively. In this way the list prepared by
the Commission would be made available with Commission's recommendation for
appointment to the Department.
(2)
If total vacancies of any such year could not
be filled up or in case of nonjoining on the post, the available vacancies will
be carried forward for next year.
CHAPTER 4
APPOINTMENT BY PROMOTION
Rule - 16. Appointment by Promotion.--
Such person of subordinate services will be eligible for
promotion in the basic grade of this service who are successful in the
departmental examination as decided in schedule-IV and confirmed in service and
fulfilling the minimum time as prescribed and decided by the General
Administration Department. The promotion will be considered on the basis of
recommendation of the Departmental Promotion Committee.

(2)
As per amended Rule 7(s) of Bihar Public
Service Commission (line of action) Regulation, 1957 (as amended from time to time)
on the post of basic grade super scale and head of the Department (if to be
cadre promotion) consideration for promotion the Departmental Promotion
Committee will be presided by the Chairman/Member of Bihar Public Service
Commission. Other members will be remained the same.
CHAPTER 5
SENIORITY AND TRAINING
Rule - 17. Seniority.--
Under these Rules, inter seniority of those persons
appointed by direct recruitment shall be determined in order of merit list
recommended by the Commission. The person appointed by promotion in the same
transaction shall be senior to the person appointed by direct recruitment.
Rule - 18. Training.--
The member of this service will be sent for training in
the State or outside State, in foreign countries by the State Government for a
fixed period. Evaluation on the completion of training will be kept in mind by
the Departmental Promotion Committee.
Rule - 19. Section 19.--
The appointment in the basic grade shall be made on the
basis of probation of two years. It shall be essential for the officers of this
service to undergo one month's treasury training, three months training in the
field offices and in the headquarter for one month.
CHAPTER 6
PROBATION AND CONFIRMATION
Rule - 20. Probation Period.--
Every officer appointed against any basic vacancy shall
be kept on probation for two years from the date of joining. If any person is
appointed in leave gap chain or temporarily, by order of the State Government,
such period which would not to be more than two years, service can be counted
in a probation period. During the course of probation period or at the time of
its completion the appointment of such officer who are recruited by direct
recruitment, can be terminated or any such promoted officer can be reverted his
basic grade post if the performance of probation period of such officer is not
found satisfactory or for any other reasons will not be eligible for permanent
appointment in this service.
Rule - 21. Confirmation.--
(1)
The officer appointed on probation may be confirmed
after completion of probation period if according to fixed criteria he passed
in the departmental examination, and the training mentioned in Rule 19 and the
State Government understood him eligible for confirmation.
(2)
The person who are appointed in this service
whatever the sources of their appointment, the next pay increment after the
first increment shall be admissible only after successful completion of the
departmental examination as mentioned in schedule-IV.
(3)
Because annual increment after passing of the
departmental examination and successful completion of the training will be
sanctioned, therefore, arrear of increment of pay will not be payable.
CHAPTER 7
SCALE AND PAY INCREMENT
Rule - 22. Pay.--
The pay scale of posts of different cadres will be fixed
by the State Government or its equivalent revised pay scale from time to time
will be determined by the State Government.
Rule - 23. Annual Pay Increment.--
The officer who are appointed in this service by direct
appointment/promotion the next pay increment after the first pay increment
until will not be payable unless not passed the departmental examination along
with treasury and departmental training.
CHAPTER 8
GENERAL
Rule - 24. Clauses for rules of business.--
(1)
The member of this service may be posted for
duties under any department of the Government within the State of Bihar or any
place outside Bihar.
(2)
It will be the right of the State Government
that any person of this service can be posted or deputed on any ex-cadre post also
which is in accordance with the seniority.
Rule - 25. Other Service Conditions.--
Other Service Condition for the environment disciplinary
action, leave, payable retinal benefit etc. which is not covered by case Rules
or which are not notified separately for this service, will be controlled by
the provisions of the Rules effective at that time relating to officers of the
State Government.
Rule - 26. Section 26.--
For promotion of the post of this service kalawadhi as
fixed by the State Government (General Administration Department) from time to
time, shall be applicable.
Rule - 27. Repeal and Savings.--
All circulars/instructions related to the appointment,
promotion on this subject issued earlier shall be deemed to be repealed.
SCHEDULE I
Required qualification for recruitment in basic grade of
Bihar Information Service.--
Graduate from any recognized university or graduate from
its affiliated institution or its equivalent degree holder and degree in
Journalism/Mass Communication from recognized university or its affiliated
institution is essential.
SCHEDULE II

The officers, who will pass with 50% and above marks,
will be treated as lower grade and with 60% or more than that will be declared
in high sound.

Viva-Voce in Hindi will be 100 marks. The

(c)
For passing low and high level in the verbal
examination minimum 50% and 60% marks will have to be obtained respectively.
The officer, who will obtain minimum passing marks separately in written and
viva-voce, will be declared successful in both levels.
(II) ??Part
"B" Accounts-Examination of Accounts will be in two papers and each
paper will be of 100 marks. There will be only one level in it in which pass
mark will be 50%. For this syllabus will be as follows:-

Treasury Code-Part I chapter 1 to 4 and

(with book) paper of aforesaid subject will be 3 hours whose full marks will be
100. This examination will be of one level only whose qualifying marks will be
50%.

Art of news writing, searching of facts of
news importance, language of news and to prepare structure of news.

Actual news transmission of general
incidents, meeting and press conference.

Coverage of Government Festival and daily

(IV) Block- "D" (Audio and Visual Publicity)
There will be only one paper of 100 marks and three hours
allotted for answer. The officer, who will pass with minimum 40 percent marks,
will be treated low level and who will pass with 60 percent and above marks
will be treated high level. For this paper question wilt be selected from
following subjects:-

Utilisation of Modern Audio and Visual
Apparatus or tools in the present Public Relation Management.
(2)
All India Radio and other Radio
medium-Construction and news transmission.
(3)
Television and other T.V. medium-Present
construction in present circumstance and its working system.
(4)
Movie-Primary knowledge of film making.
