PREAMBLE

In exercise of the powers conferred by clause (b) of Sec. 5 of the Gujarat Police Act, 1951 (Bom. XXII of 1951), the Government of Gujarat hereby makes the following rules to provide for regulating the method of examination for recruitment to the post of Assistant Sub-Inspector (Unarmed), Class III, in the subordinate service of the Police Department, namely:

Rule - 1. Short title.

These rules may be called the Assistant Sub-Inspector, Class III, (Competitive Examination for Direct Recruitment) Rules, 2014.

Rule - 2. Definitions.

In these rules, unless the context otherwise requires,

(a)      "Board" means the Gujarat Subordinate Services Selection Board, Gandhinagar or such other Board as may be constituted by the State Government in this behalf;

(b)      "examination" means the Competitive Examination for Direct Recruitment to the post of Assistant Sub-Inspector, Class III in the subordinate service of the Police Department specified in Rule 4;

(c)      "Government" means the Government of Gujarat;

(d)      "Schedule" means the Schedule appended to these rules.

Rule - 3. Holding of Examination.

(1)     The Board, on receiving the requisition from the appointing authority, shall hold the competitive examination for selection of candidates for direct recruitment to the posts of Assistant Sub-Inspector, Class III, in the subordinate service of Police Department,

(2)     The dates, time and the places for holding the examination shall be fixed by the Board.

Rule - 4. Mode of Examination.

(1)     The examination shall be held in two successive stages in the following manner, namely:

(I)     Physical Test.

Physical test shall be for ascertaining the physical standard of the candidate in accordance with the standard specified in Part I of Schedule I;

(II)   Main Examination shall include Written test and Interview Test as specified in Part II of Schedule I;

(2)     (a) The candidates who are physically fit shall be allowed to appear in the Main (written) Examination. The Main examination shall be held in accordance with the scheme as specified in Part II of Schedule I.

(b) The candidate who qualify in the written examination shall be called for interview. The number of candidates called for interview shall ordinarily be three times the number of vacancies requisioned.

Rule - 5. Syllabus of Examination.

The Board shall determine the details of syllabus of each subject and such syllabus shall be supplied to the candidates along with the application form.

Rule - 6. Medium of Examination.

The medium of the examination shall be Gujarati except the paper II. The medium of examination of paper II shall be English.

Rule - 7. Appearing at Examination.

The candidate shall be required to attend all the stages of the examination at their own expenses on such dates, time and places as may be notified by the Board.

Rule - 8. Application for appearing at Examinations.

(1)     The Board shall give an advertisement in at least two daily widely circulated prominent news papers of State inviting applications from the eligible candidates for appointment to the post of Assistant Sub-Inspector, Class III.

(2)     A candidate who desires to appear at the examination shall be required to submit an application form as prescribed by the Board along with such fees, in such manner and within such time limit as specified by the Board. The fees shall be paid by the candidate in the manner as may be prescribed by the Board and the fees once paid shall not be refunded or held over for the subsequent examination.

(3)     The request for withdrawal of the application by the candidate shall not be entertained in any circumstances.

Rule - 9. Conditions for Eligibility.

A candidate shall not be qualified for admission to any of the stages of the examination unless he/she possess all the educational qualification, physical standards, other qualifications, experience and requirements as prescribed in the relevant recruitment rules for the post of Assistant Sub-Inspector, Class III, in the Police Department, and the general rules or instructions issued by the State Government from time to time.

Rule - 10. Prohibition to use certain devices in Examination Hall.

(1)     The candidate shall be required to answer all the question papers of the examination in his own handwriting.

(2)     The candidate shall not be allowed to carry with him cellular phone, calculator, pager, or any other electronic communication device.

Rule - 11. Ineligibility on failure to attend-interview.

If the candidate who is qualified in the written test and called for interview, fails to attend the interview the specified date and time shall not be eligible for selection.

Rule - 12. Preparation of select list and waiting list.

(1)     The names of the candidates shall be arranged by the Board in the order of merit on the basis of aggregate marks finally awarded to each candidate in the Main Examination (as shown in Part II in the Schedule I) and weightage of additional marks (as shown in Part III in the Schedule I and, in that order, the Board shall recommend the names of the qualified candidates for appointment to the extent of the number of vacancies advertised for:

Provided that where the vacancies reserved for the candidates belonging to the Scheduled Castes, Scheduled Tribes and Socially and Economically Backward Classes (including Nomadic Tribes and De-notified Tribes) cannot be filled up on the basis of the qualifying aggregate marks fixed for general category, the Board may relax the standard of aggregate marks to make up for the deficiency in the reserved posts.

(2)     The Board shall also prepare the waiting list of the candidates which shall contain about ten per cent of total number of candidates requisitioned.

Rule - 13. Result of Examination.

(1)     The Board shall declare the result of the examination and submit the same to the appointing authority and the State Government.

(2)     The result of the successful candidates shall be arranged in the order of merit specifying their names, seat numbers and total marks obtained by the candidates and the same shall be caused to be published in the Official Gazette, by the Board.

(3)     The Board shall display on the notice board of the Board, the List of the unsuccessful candidate specifying their names, seat' numbers and total marks obtained by them.

(4)     The Board shall communicate the result to the successful candidates individually in the manner as may be decided by it.

Rule - 14. No Right to Appointment.

(1)     The successful candidates shall ordinarily be considered for appointment to the post in order of merit determined by the Board. The mere success in the main to qualify in the main examination shall not itself confer a candidate any right to appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied after such inquiry as may be considered necessary that the candidate is suitable in all respect for appointment to the public service.

(2)     Where a candidate fails to join the post offered to him/her, within the stipulated time limit, extended time limit, his/her name shall be deleted from the merit list of candidates recommended by the Board for appointment.

(3)     Where the candidate has been appointed to the post, advertised for no request shall entertained by the appointment authority for a change of appointment to another post.

Rule - 15. Disciplinary Actions.

A candidate who is or has been declared by the Board to be guilty of

(i)       obtaining support for his candidature by any means, or

(ii)      impersonating, or

(iii)     procuring impersonation by any person, or

(iv)    submitting fabricated documents or documents which have been tampered with, or

(v)      making statements which are incorrect or false or suppressing material information.

(vi)    resorting to any other irregular or improper means in connection with his Candidature for the examination, or

(vii)   using unfair means during the examination, or

(viii)  writing irrelevant matter, including absurd language or pornographic matter, in the scripts, or

(ix)    misbehaving in any other manner in the examination hall, or

(x)      harassing or doing bodily harm to the staff employed by the Board for the conduct of the examination, or

(xi)    attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses, or

(xii)   violating any of the conditions for admission to appear in the examination as prescribed and specified in the admission certificate, may, in addition to rendering himself liable to criminal prosecution, be liable

(a)      to be disqualified by the Board from the examination for which he is a candidate, or

(b)      to be debarred either permanently or for a specified period-

(i)       by the Board, from appearing in any examination or from any interview for direct selection to be held by, it, or

(ii)      by the State Government, from any employment under it:

Provided that no penalty under clause (a) or (b) shall be imposed except after giving the candidate an opportunity of being heard as he may wish to make in that behalf, or

(c)      to disciplinary action under the relevant rules, if he is in Government service.

Rule - 16. Mark-Sheet and Rechecking of Marks.

(1)     A candidate who desires to have his marks of written examination rechecked, may apply to the Board along with such fees as may be fixed by the Board within a period of fifteen days from the date of declaration of final result of the written examination.

(2)     A candidate who desires to have the mark-sheet of the main examination shall apply to the Board along with such fees as may be fixed by the Board within a period of fifteen days from the date of declaration of the final result of the examination.

Rule - 17. Conduct and Regulation of Examination.

The Board shall regulate all matters relating to appointment of examiners and conduct of examination in accordance with the procedure adopted by it and in conformity with the Government's order in that behalf.


SCHEDULE I

PART I

PHYSICAL SCREENING TEST (QUALIFYING TEST)

The test and the qualifying standard shall be as under:

Running 1600 Metres

In 9 Minutes and 30 seconds

 

(C)

Ex-Serviceman Candidate

Running 2400 Metres

In 12 Minutes and 30 Seconds

 

NOTE : Only those candidates who qualify in the physical standard fixed for them as above shall be eligible to appear in the main examination as specified in Part II. There shall be no marks for the physical screening test.


PART II

MAIN EXAMINATION

(1)     The main examination shall be of 365 Marks consisting of 4 (four) 'Written papers and 'interview test' as below:

The syllabus, duration and marks of each paper shall be as under:

(1)     Paper I: Gujarati Language Duration : 2 Hours 75 Marks

Questions shall be objective type which shall cover grammar, verbal aptitude, vocabulary, idioms, comprehension, etc.

(2)     Paper II; English Duration : 2 Hours 75 Marks

Questions shall be objective type which shall cover grammar, verbal aptitude, vocabulary idioms, comprehension, etc.

Note. The standard of question papers of Gujarati and English shall be of the Higher Secondary School Certificate Examination conducted in the State.

(3)     Paper III: General Knowledge (including current events) and Psychological Test (Objective Type)

Duration: 2 Hours 100 Marks

(4)     Paper IV: Legal Matters (Objective Type) containing following Laws Duration: 2 Hours 100 Marks

(1)     Constitution of India,

(2)     Code of Criminal Procedure, 1973,

(3)     Indian Penal Code, 1860,

(4)     Evidence Act, 1872,

Note: The questions shall be basic in nature.

(5)     Interview test: 15 Marks

The Committee shall award final marks out of 15 Marks.

(1)     The interview test shall be for overall assessment of ability of the candidate and cover subjects like general knowledge, current affairs, intelligence, ability, psychological analysis and basic knowledge of laws specified in Paper IV.

(2)     The Board shall constitute committee or committees for interview. Each committee shall have at least one member of the Board, as may be nominated by the Board.


PART III

Weightage of additional marks (to be awarded after and in addition to the marks for written test and interview test)

(a)      Weightage of additional 02 (Two) marks shall be given to the candidate possessing 'C level certificate of National Cadet Corps.

(b)      Weightage of additional marks as mentioned below shall be given to the candidate possessing degree or post graduate diploma certificate awarded by the Raksha Shakti University.

Class obtained in Degree/Post Graduate Diploma of the Raksha Shakti University.
