ASSISTANT SECTION OFFICER, GROUP-B (NON-GAZETTED) IN THE DEPARTMENTS OF THE GOVERNMENT (RECRUITMENT) RULES, 2018

 

PREAMBLE

 

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, and in super session of all the existing rules, orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of the Assistant Section Officer, Group-B (Non-Gazetted) in the Departments of the Government of Maharashtra, namely:-

Rule 1.

(1)     These rules may be called the Assistant Section Officer, Group-B (Non-Gazetted) in the Departments of the Government (Recruitment) Rules, 2018.

 

(2)     They shall come into force on the date of publication of this notification in the official Gazette.

Rule 2. In these rules, unless the context requires otherwise,-

 

(a)      "Assistant Section Officer" means an Assistant Section Officer in any Department of Mantralaya ;

 

(b)      "Commission" means the Maharashtra Public Service Commission ;

 

(c)      "Degree" means a degree of a statutory university ;

 

(d)      "Department" means any Department of the Government of Maharashtra, specified in the first schedule to the Maharashtra Government Rules of Business ;

 

(e)      "Government" means the Government of Maharashtra ;

 

(f)       "member of lower-division" means Clerk, Clerk-Typist or Typist in the Department.

Rule 3. Appointment to the post of Assistant Section Officer, Group-B (Non-Gazetted), in the Department shall be made either,-

 

(a)      by promotion of a suitable person on the basis of seniority subject to fitness from amongst the members of lower division having not less than three years continuous regular service in the lower division and who have passed or have been exempted from passing the Post-Recruitment Training Examination prescribed for them ; or

 

(b)      by selection, on the basis of a common merit list prepared by the Commission on the basis of the result of the Limited Competitive Examination held by the Commission in accordance with the orders issued by the Government, in consultation with the Commission in that behalf, from time to time, which Examination shall be common to the members of the lower division, in all Departments ; or

 

(c)      by nomination on the basis of result of a Competitive Examination held by the Commission, from amongst the following candidates who,-

 

(i)       are not less than nineteen years of age and not more than thirty eight years of age in case of persons belonging to the general category and not more than forty three years of age in case of persons belonging to the reserved category ;

 

(ii)      possess a degree ;

Rule 4.

 

Appointment to the post mentioned in rule 3 shall be made by promotion, selection on the basis of Limited Competitive Examination and nomination in the ratio of 30:30:40.

Rule 5.

 

A person appointed to the post mentioned in rule 3 shall be required to pass the prescribed Departmental Examination according to the rules made in that behalf, unless such person has already passed, or has been exempted from passing that examination.

Rule 6.

 

A person appointed to the post mentioned in rule 3 shall be required to pass examinations in Hindi and Marathi languages according to the rules made in that behalf, unless such person has already passed, or has been exempted from passing those examinations.

Rule 7.

 

A person appointed to the post mentioned in rule 3 shall possess a certificate in Computer operation prescribed by the Directorate of Information Technology, Government of Maharashtra, from time to time.

Rule 8.

 

A person appointed to the post mentioned in rule 3 shall be liable to be transferred to any Department.
