ASSISTANT PROFESSOR, COLLEGE LIBRARIAN AND COLLEGE DIRECTOR OF PHYSICAL EDUCATION, MAHARASHTRA EDUCATION SERVICE, GROUP-A IN THE GOVERNMENT COLLEGE OF ARTS, COMMERCE AND SCIENCE, GOVERNMENT INSTITUTE, GOVERNMENT INSTITUTE OF SCIENCE, GOVERNMENT INSTITUTE OF FORENSIC SCIENCE, SYDENHAM INSTITUTE OF MANAGEMENT STUDIES AND RESEARCH AND ENTREPRENEURSHIP EDUCATION AND GOVERNMENT COLLEGE OF EDUCATION AND IN THE GOVERNMENT COLLEGE OF LAW GENERAL STATE SERVICE, GROUP-A, (LAW) (RECRUITMENT) RULES, 2015

PREAMBLE

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all the existing rules, orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules, regulating recruitment to the posts of the Assistant Professor, College Librarian and College Director of Physical Education, Maharashtra Education Service, Group-A in the Government College of Arts, Commerce and Science, Government Institute, Government Institute of Science, Government Institute of Forensic Science, Sydenham Institute of Management Studies and Research and Entrepreneurship Education and Government College of Education and in the Government College of Law, General State Service, Group-A, (Law) under the Higher and Technical Education Department of the Government of Maharashtra, namely:--

Rule - 1.

These rules may be called the Assistant Professor, College Librarian and College Director of Physical Education, Maharashtra Education Service, Group-A in the Government College of Arts, Commerce and Science, Government Institute, Government Institute of Science, Government Institute of Forensic Science, Sydenham Institute of Management Studies and Research and Entrepreneurship Education and Government College of Education and in the Government College of Law General State Service, Group-A, (Law) (recruitment) rules, 2015.

Rule - 2.

In these rules, unless the context requires otherwise,--

(a)      "AICTE" means All India Council of Technical Education;

(b)      "Commission" means Maharashtra Public Service Commission;

(c)      "Department" means the Department of Higher and Technical Education;

(d)      "Government" means the Government of Maharashtra;

(e)      "NCTE" means National Council for Teacher Education;

(f)       "UGC" means University Grants Commission.

Rule - 3.

Appointment to the post of the Assistant Professor of Government College of Arts, Commerce & Science, Government Institute, Government Institute of Science, Government Institute of Forensic Science, Sydenham Institute of Management Studies and Research & Entrepreneurship Education & Government College of Education & Government College of Law shall be made by nomination, from amongst the following candidates who,--

(a)      are not more than thirty-three years of age:

Provided that, the upper age limit shall be relaxed upto five years in case of candidates already working in the Government service;

(b)      possess educational qualifications and experience in teaching and research and fulfills other conditions of eligibility for the post of 'Assistant Professor' as prescribed by the U.G.C. or A.I.C.T.E. or N.C.T.E., as the case may be, from time to time.

Rule - 4.

Appointment to the post of the College Librarian of Government College of Arts, Commerce & Science, Government Institute, Government Institute of Science, Government Institute of Forensic Science, Sydenham Institute of Management Studies and Research & Entrepreneurship Education & Government College of Education & Government College of Law shall be made by nomination, from amongst the following candidates who,--

(a)      are not more than thirty-three years of age:

Provided that, the upper age limit shall be relaxed upto five years in case of candidates already working in the Government Service;

(b)      possess educational qualifications and experience in teaching and research and fulfills other conditions of eligibility for the post of 'College Librarian' as prescribed by the U.G.C.

Rule - 5.

Appointment to the post of the College Director of Physical Education of Government College of Arts, Commerce & Science, Government Institute, Government Institute of Science, Government Institute of Forensic Science, Sydenham Institute of Management Studies and Research & Entrepreneurship Education & Government College of Education & Government College of Law shall be made by nomination, from amongst the following candidates who,--

(a)      are not more than thirty-three years of age:

Provided that, the upper age limit shall be relaxed upto five years in case of candidates already working in the Government Service;

(b)      possess educational qualifications and experience in teaching and research and fulfills other conditions of eligibility for the post of 'College Director of Physical Education' as prescribed by the U.G.C.

Rule - 6.

While making appointments to the post mentioned in rules 3, 4 and 5 criteria prescribed by the UGC or AICTE or NCTE as the case may be from time to time regarding designation, mode of recruitment, ratio for appointment to the said posts shall apply.

Rule - 7.

A person appointed to the post mentioned in rules 3, 4 and 5 by omination shall be on probation for a period of one year. Probation period may be extended maximum upto one year. He She shall be required to complete the probation period successfully. If he/she does not complete the probation period successfully or is not found suitable for the post then his/her service shall be liable to be terminated.

Rule - 8.

A person appointed to the post mentioned in rules 3, 4 and 5 shall be required to pass the examinations in Hindi and Marathi languages according to the rules made in that behalf, unless he has already passed, or has been exempted from passing those examinations.

Rule - 9.

A person appointed to the post mentioned in rules 3, 4 and 5 should possess adequate knowledge of Marathi so as to enable to read, write and speak the language fluently.

Rule - 10.

A person appointed to the post mentioned in rules 3, 4 and 5 should possess a "Certificate in Computer Operation" prescribed by the Directorate of Information and Technology, Government of Maharashtra, from time to time.

Rule - 11.

A person appointed to the post mentioned in rules 3, 4 and 5 shall be liable to work as Rector or Warden of the Government Hostel for a period of not less than 3 years as per requirement.

Rule - 12.

A person appointed to the post mentioned rules 3, 4 and 5 shall liable to be transferred anywhere in the State of Maharashtra.
