In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs' Notification No. F.24/78/68- DH(S) dated 24 September 1968 and in supersession of all previous RRs in so far as they relate to the post of the Veterinary Assistant Surgeon (now Veterinary Officer) Notification No.F.54(48)/02/Dev.HQ/Pt.file/ 2290 dated 08.01.2013, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, after prior consultation with Union Public Service Commission, hereby makes the following rules regulating the method of recruitment to the post of Veterinary Officer in Animal Husbandry Unit of Development Department under the Government of National Capital Territory of Delhi, namely:-

Rule - 1. Short title and commencement

(a)      These rules may be called the Animal Husbandry Unit of Development Department, Government of National Capital Territory of Delhi, Veterinary Officer, Recruitment Rules, 2023.

(b)      They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Application

These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.

Rule - 3. Number of post, classification and pay level in pay matrix

The number of post, its classification and the pay level in pay matrix shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

Rule - 4. Method of recruitment, age limit, other qualifications, etc

The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule.

Rule - 5. Disqualification

No person, -

(a)      who has entered into or contracted a marriage with a person having a spouse living, or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post;

Provided that the Government of National Capital Territory of Delhi may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 6. Power to Relax

Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons.

Rule - 7. Saving

Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Relaxable for Govt. servants upto 5 years in accordance with the instruction or order issued by the Central Government.

 

Note 2: The crucial date for determining the age-limit shall be as advertised by the UPSC.




 

7. Educational and other Qualifications required for direct recruits

 

Essential: (i) A recognised Veterinary qualification granted by any veterinary institution in India / outside India which are included in the First or Second Schedule to the Indian Veterinary Council Act, 1984.

 

(ii) Registration granted by any State Veterinary Council under the provisions of the Indian Veterinary Council Act, 1984 or Veterinary Council of India.

 

Note: Qualification are relaxable at the discretion of the U.P.S.C. for reasons to be recorded in writing, in the case of candidates otherwise well qualified.

 

Desirable Experience: - Professional experience of at least six months of handling duties related to dairy / cattle / poultry.

 

Note: The qualification(s) regarding experience is/are relaxable at the discretion of the U.P.S.C., for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the U.P.S.C., is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.




 

8. Whether age and educational qualifications prescribed for Direct Recruitment will apply in the case of promotees.

10. Method of recruitment

 

By Direct Recruitment (100%)

 

Note:- Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more, may be filled by the appointing authority on deputation basis from officers of Central Government / State Government / Union Territory:-

 

(a) (i) holding analogous posts on regular basis in the parent cadre or department; Or (ii) with 2 years regular service rendered after appointment to the post on regular basis in the pay level - 9 of Rs. 53100-167800 or equivalent in the parent cadre or department; and (iii) with 4 years regular service rendered after appointment to the post on regular basis in the pay level - 8 of Rs. 47600-151100 or equivalent in the parent cadre or department;

 

and

 

(b) Possessing the educational qualification and experience prescribed for direct recruits under Col. 7.

 

Note: The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of application.
