PREAMBLE

In exercise of the powers conferred by Section 3 read with Section 15 of the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act 5 of 1983), and in supersession of the rules issued in G.O.Ms.No. 116, Education (W) Department, dated the 4th March, 1983 and published at pages 367-374 of Rules Supplement to Part I of the Andhra Pradesh Gazette, dated the 21st April, 1983, the Governor of Andhra Pradesh hereby makes the following rules relating to the conduct of Engineering and Medical Common Entrance Test.?

Rule - 1. Short title and commencement.?

(1)     These rules may be called the Andhra Pradesh Engineering, Agricultural Sciences and Medical Common Entrance Test Rules, 1986. (G.O.Ms. No. 150, dated 22nd April, 1986).

(2)     The rules shall be deemed to have come into force on the 2nd January, 1986.

Rule - 2. Applicability.--

These rules shall apply for conducting an entrance test called "the Engineering, Agricultural Sciences and Medical Common Entrance Test (EAMCET)" to be held every year for the selection of candidates for admission into the first year B.E./B.Tech. courses in the Engineering and Technology and B.Arch.. course in all the Engineering Colleges including the institutions maintained by the private managements in the State; for admission into the First year of M.B.B.S., B.D.S., Courses in the Government Medical Colleges and Government Dental Colleges in the State and also for the B.Sc., (Agri.)/B.V.Sc., & A.H./B.Sc., (Home Science) B.Sc., (Horti)/B.Tech. (Agri. Engg.)/B.Sc., (DT) courses offered by the Andhra Pradesh Agricultural University". (Rule 2 is substituted as per G.O.No. 150, L & TE, dated 22nd April, 1986).

Rule - 3.

The entrance test shall be conducted by one of the Universities or the Regional Engineering College. Warangal in the State as nominated by Government every year.

Rule - 4.

(a)      The entrance test shall comprise of three subjects, namely; Mathematics, Physics, and Chemistry for Engineering, Agricultural Engineering and Dairy Technology candidates and Biology, Physics and Chemistry for Medical candidates, the subject of Physics and Chemistry being common to both the candidates appearing for the test. Each question in each of the papers of the entrance test shall be in English and in Telugu Languages. Candidates opting to write the examination in Urdu Medium shall be allotted a centre at Hyderabad only. For the benefit of such candidates, necessary assistance shall be provided at the time of Examination. Timings for conducting the test shall be suitably adjusted to facilitate to such of the candidates who are eligible to appear both for Medical and Engineering Tests. (Amended by G.O.Ms.No. 150, dated 22nd April, 1986).

(b)      The standard of the test shall be Intermediate Examination conducted by the Board of Intermediate Education established by the Government of Andhra Pradesh in the respective subjects.

Rule - 5. Candidates satisfying the following requirements shall be eligible to appear for the entrance test.--

(i)       all candidates shall be of Indian Nationality and shall fall under the category of Local/Non-Local as defined in G.O.P.No. 646, Education, dated the 10th July, 1979.

(ii)      candidates seeking admission to courses of Engineering or Technology or Architecture should have passed or appeared for 2 year Intermediate Examination (10 plus 2 pattern) with Mathematics, Physics and Chemistry as optional Subjects ; or Vocational Course in the fields of Engineering and Technology held by the Board of Intermediate Examination. Andhra Pradesh ; or Diploma Examination in Engineering/Architecture conducted by the State Board of Technical Education and Training, Andhra Pradesh ; or Any other examination recognised as equivalent to these examinations by the respective Bodies in Andhra Pradesh.

(Note.--There is no age limit for seeking admission into Engineering Courses).

(iii)     Candidates seeking admission into Medical or Dental Courses should have passed or appeared for 2 Year Intermediate Examination (10 plus 2 pattern) with Physics, Chemistry and Biology as optionals which shall include a practical test in each subject; or any other examination in 10 plus 2 pattern recognised by any of the Universities in the State of Andhra Pradesh or the Board of Intermediate Education, Andhra Pradesh as equivalent to the above examination with Physics, Chemistry and Biology including practical test in each of the said subjects.

And The candidates should have completed the age of Seventeen years and should not have competed twenty-two years of age as on the 31st December, of the year of admissions. In respect of candidates holding B.Sc, Degree with atleast two subjects and M.Sc., Degree with atleast one subject out of the 3 subjects of the Science group (Physics, Chemistry Biology) and having passed the remaining subject/subjects in the Intermediate or its equivalent examination ; they should not have completed twenty five years of age as on the 31st December, of the year of admission. For the Scheduled Castes and Scheduled Tribe candidates, the maximum age limit shall be raised by three years.

Note.--Clause (iv) is inserted as per G.O.Ms.No. 150, dated 22nd April, 1986. "(iv) The candidates seeking admission to the Entrance Test for Undergraduate courses offered by the Andhra Pradesh Agricultural University should have appeared for or passed the two year Intermediate Examination (10 plus 2 pattern) or any examination recognised as equivalent thereto with any two of the subjects indicated against each course noted below:

(a) B.Sc. (Agrl.)

(i) Physical Sciences (ii) Biological Sciences or Natural Sciences (iii) Agricultural Sciences (iv) Vocational courses in Agriculture.

(b) B.Sc., (Horti.)

(i) Physical Sciences (ii) Biological Sciences or Natural Sciences (iii) Agricultural Sciences (iv) Vocational courses in Agriculture.

(c) B.V.Sc. &A.H.

(i) Physical Sciences

(ii) Biological or Natural Sciences.

(iii) Vocational courses in Veterinary Sciences.

(d) B.Sc. (Home Science):

(i) Physical Sciences (ii) Biological Sciences or Natural Sciences (iii) Household arts or Domestic Science (iv) Home Science (v) Vocational courses in Home Sciences. (Candidates with two year Diploma in Domestic Science are also eligible for this course only).

(e) B.Tech. (Ag.Engg.) and B.Sc., (Dairy Technology).

(i) Physical Sciences.

(ii) Mathematics.

Note.--

(1)     The Candidates seeking admission to the Entrance Test should have completed 16 years of age as on the 31st October of the year of admission.

(2)     [2][Irrespective of the subjects taken at the qualifying examination, the candidates seeking admission to the following courses have to appear for subjects as indicated below in the EAMCET-1986.

(a) B.Sc. (Agri.)/B.V.Sc. &A.H./B.Sc., (Horti.)

Bi.P.C.

(b) B.Sc. (Home Science)

Bi.P.C.

(c) B.Sc. (Dairy Tech.)/B.Tech. (Arl. Engg.)

M.P.C.

(3)     [3]["the Seats left over in B.Sc., (Home Science) Course after enhancing all the rank holders of the Engineering Agricultural and Medical Common Entrance Test may be filled in on the basis of the marks obtained in the optional Subjects of the qualifying Examination".'

Rule - 6. Engineering "Agricultural Sciences and Medical Common Entrance (EMACET) Committee.--

There shall be an Engineering, Agricultural Sciences and Medical Common Entrance Test Committee (hereinafter referred to as the 'Committee'-- It shall consist of,--"

(a)      Chairman who shall be the Vice-Chancellor of any University or the Principal, Regional Engineering College. Warangal, as the case may be, as nominated by the Government for each academic year for the purpose of conducting the entrance test;

(b)      one representative of each of the University to be nominated by the Vice-Chancellor;

(c)      one representative of the Regional Engineering College, Warangal, to be nominated by the Principal, Regional Engineering College, Warangal.

(d)      The Director of Technical Education, Andhra Pradesh or his nominee;

(e)      the Director of Medical Education, Andhra Pradesh or his nominee;

(f)       three members (one from each local area i.e., Andhra, Osmania and Sri Venkateshwara University area; to be nominated by the Director of Medical Education);

(g)      one member to be nominated by the State Government;

(h)     Convenor of the common entrance test of the preceding year;

(i)       one professor to be nominated by the Chairman as the Convener.

(j)       [4]["One Principal Private Engineering College to be nominated by the Director of Technical Education every year by turns."

Rule - 7.

The Committee shall take decisions, from time to time, in the following aspects of the Entrance Test.--

(a)      pattern of question papers,

(b)      duration of the Test,

(c)      Weightage and marks to be assigned to each paper:

(d)      syllabus content:

(e)      centers of test:

(f)       dates of test:

(g)      date of announcement of results:

(h)     forms of payment of remuneration to different items of works connected with entrance test;

(i)       fees to be collected from the candidates, and

(j)       such other issue or issues as may be referred to it by the Chairman or the Government, from time to time.

Rule - 8.

The Chairman of the Committee shall preside over the meetings of the Committee. In the absence of the Chairman at the meeting, one of the members shall be elected by the members to preside over the Committee meetings. The Chairman shall be the competent authority to appoint paper setters and moderators for the entrance test and to decide upon the printing press or presses at which the papers are to be got printed.

Rule - 9.

The Convenor shall subject to such directions as may be issued by the Chairman discharge his duties in connection with entrance test. The Convenor will be responsible for arranging the following matters.--

(a)      printing of application forms, instructions to candidates, conditions, hall tickets and various other register proforma, cards etc.

(b)      issuing the notifications inviting application for the entrance test;

(c)      Sale of applications and issuing of hall tickets;

(d)      appointing the co-ordinators and Chief Superintendents and observers for various centers of Examinations:


(e)      coding and decoding of answers scripts:

(f)       appointing examiners for the evaluation of the answer scripts; in consultation with the Chairman. (g) evaluation by spot valuation of the answer scripts;

(g)      ranking and publication of the results;

(h)     payment of remuneration for various items of work relating to the entrance test and maintaining of accounts.

Rule - 10. Funds of the Committee.--

The amounts collected from the candidates appearing for the entrance test towards cost of application forms and examination fee shall he deposited in one of the Nationalised Banks by opening an account in the name of the "EMACET COMMITTEE". The Convenor is authorised to operate the account on behalf of the Committee.

Rule - "11. Qualifying marks at Engineering Agricultural Sciences and Medical Common Entrance Test.--

The qualifying marks in the entrance test for all candidates to pass the test (Engineering, Agricultural and Medical) is 30% of the aggregate marks in the three subjects, and the percentage is reduced to 25% in respect of candidates belonging to Scheduled Castes and Scheduled Tribes:

Provided that the candidates belonging to Scheduled Tribes shall be considered for the purpose of ranking on the basis of their performance in the entrance test without insisting on the qualifying marks of 25%. However, their admission shall be limited to the extent of the seats reserved for such scheduled tribes;

Provided further that the candidates belonging to Scheduled Caste shall be considered for the purpose of ranking on the basis of their performance in the entrance test without insisting on the qualifying marks of 25%. However their admissions shall be limited to the extent of the seats reserved for such Scheduled castes". (Rule 11 is substituted as per G.O.Ms.No. 179, Labour, Empl.. Nutrition & T.Edn. (EC-2), dated 6th June 1986.).

Rule - 12. Ranking.--

Candidates shall be assigned the ranking in order of merit in the entrance test on the basis of the aggregate marks obtained in all the three subjects. In case of tie the aggregate, marks obtained in Mathematics or Biology, as the case may be and in case of further tie, marks obtained in Physics shall be taken into account to decide relative ranking. In the case of candidates getting equal marks in each of three subjects, they shall be bracketed for the purpose of award of rank. At the time of admission, age shall be taken into consideration for relative ranking among the bracketed candidates, and the elder candidate shall be given priority. "There shall be different ranking for candidates seeking admission to Engineering (including Agri-Engineering and Dairy Technology and Medical (including other Agricultural Sciences) courses."

Rule - 13.

No requests for retotalling or revaluation or personal identification of the answer sheets of the Entrance Test shall be entertained.

Rule - 14.

Mere appearance at the entrance test does not entitled a candidate to be considered for admission automatically into any Engineering College or Medical College or Dental College or Colleges of Andhra Pradesh Agricultural University as the case may be, unless he/she (i) applies for admission to the colleges concerned, and (ii) satisfied all the conditions of admission stipulated by the concerned University/Institution/Government.

Rule - 15.

If any ambiguity or doubt arises in interpretation or implementation of these rules, the decision of the Chairman of the Committee shall be final.
