1. The Judgment of the High Court is, therefore, liable to be set aside and the decision of the District Inspector of Schools has to be restored.

2. We accordingly allow the appeal, set aside the judgment of the High Court and make a declaration that the appellant is senior to the 1st respondent. The appeal is accordingly disposed of. No costs.

3. Appeal allowed.
