Section 42(k) of the Delhi Municipal Corporation Act, 1957 obliges Delhi Municipal Corporation to make adequate provision by any means or measures which it may lawfully use or take for the construction and maintenance of slaughterhouses and the regulation thereof. We have asked learned counsel for Delhi Municipal Corporation whether, in the facts and circumstances of the case, Delhi Municipal Corporation proposes to carry out its obligations. Since we have received no satisfactory answer, we direct Delhi Municipal Corporation to place on affidavit within two weeks from today every necessary particular, having regard to the facts and circumstances of the case, in regard to the manner in which it proposes to carry out its obligations. This shall apply not only to the modern slaughterhouse which, we are told, it proposes to construct but also to the slaughterhouse that will operate during the interregnum. The affidavit shall also state where the proposed modern slaughterhouse is to be erected, by what time and what preliminary steps in this behalf have already been taken. The affidavit shall be made by the Commissioner of Delhi Municipal Corporation of Delhi.
