MADHYA PRADESH AWARD RULE, 2021

 

PREAMBLE

In suppression of this department's ail previous notifications issued in this behalf, the State Government, hereby, makes the following rules for conferring the awards to sportsperson, coaches and sports personalities of Madhya Pradesh, namely:-

Rule - 1. Short title.

These rules may be called the Madhya Pradesh Award Rule, 2021.

Rule - 2. Object of the rules.

The object of these rules shall be to confer awards to sportspersons, coaches and eminent sports person of the state for their excellent achievements in the sports field.

Rule - 3. Definitions.

In these rules, unless the context otherwise requires,-

(a)      "Adventure Sports" means activities based on water (sea), land and air, such as Mount Everest and the English Channel and other adventure activities at this level.

(b)      "Authorized International Championships" means World Cup/World Championship (to be held in 04 year interval), Asian Games, Commonwealth Games, South Asian Games organized by different countries and other funded or approved International championship by Government of India, International Cricket matches and Authorize International Championship/Competition of Para category.

(c)      "Authorized National Championship" means Junior and Senior National Championships which are held once in a year and organized by the National Sports Federation who is recognised from Government of India.

(d)      "Authorized National Games" means National Games organised by Indian Olympic Association in an interval of 02 years.

(e)      "Authorized/Recognized Sports" means, sports included in the Olympics/Asian/Commonwealth/National Games and Billiard-Snooker, Cricket. Chess & Mallakhamb. If the national federation of Billiard-Snooker, Cricket, Chess & Mallakhamb games did not get recognition from Government of India, in that cast authorize national championship organized by these national federations will be considered.

(f)       "Committee" means the Committee constituted by the Government/Director, Sports and Youth Welfare, Madhya Pradesh.

(g)      "Divyang" means the disability defined as per the criteria decided by the Department of Social Justice of the State.

(h)     "Director" means the Director Sports and Youth Welfare, Madhya Pradesh.

(i)       "Government" means the Government of Madhya Pradesh, Department of Sports and Youth Welfare.

(j)       "Government of India" means the Ministry of Youth Affairs and Sports, Government of India, New Delhi.

(k)      "Last Year" means the last financial year in which the application was made.

(l)       "Native" means the holder of a native/local resident certificate issued by the competent authority (in the case of proof of a local resident certificate, the applicant must produce at least 10 years proof of residence in Madhya Pradesh).

(m)    "Other sports" means sports that are not played in Olympic/Asian Games/Commonwealth Games as well as in the National Games, but those games should have registered national federation/association.

(n)     "Player of the Academy" means player trained in Madhya Pradesh State Sport Academies, who is native/local resident of Madhya Pradesh or a player who is not native of Madhya Pradesh, but he/she has been training in the academy since 03 years.

(o)      "Player/Coach/Sports Person" means general/differently abled (Divyang) player/coach/sports person.

(p)      Recognized Sports Association" means the sports association and their state units recognised by the Government of India.

(q)      "Sports Academy" means Sports Academy/Training Centre/Sports Hostel/Feeder Centre operated by Department of Sports and Youth Welfare, Madhya Pradesh.

(r)      "Sports competitions of Divyang Players" means that Competition organized by Indian Blind Sports Association (IBSA), Indian Paralympic Committee (IPC), All India Sports Council of the DEAF (AISCD).

Rule - 4. Object and eligibility criteria for Vikram Award.

The following shall be the objects of the Vikram Award -

(1)     To encourage the best senior players of the state when they are at the height of their success and to encourage their talent and contribution to make it unforgettable.

(2)     The applicant must has obtained at least 02 medals for the State of Madhya Pradesh in the last 5 years in the authorized national championship of senior category in individual sports and at least 01 medal for the State of Madhya Pradesh in the last 5 years in the authorized national championship of senior category in team sports.

Or

The applicant must have obtained at least 01 medal for country in the last 5 years in the authorized international championship of senior category in individual sports and has represented the country at least one year in an authorized international championship of senior category in team sports in the last five years.

(3)     The score for individual and team sports shall be calculated on the basis of the achievements in the senior category for the last five years.

(4)     Maximum 12 (twelve) Vikram Awards shall be conferred every year on the preference basis of preference & on the recommendation of Committee:-

06 Awards - Individual Sports,

03 Awards - Team Games,

01 Awards - Para Category (Divyang)

01 Award - Other Sports

01 Award -Adventure Sports

(5)     Adventure Sports Category -

(i)       The applicant has achieved special achievement in adventure activities in last 05 years, by continuous participation with excellent performance in one of ' the adventure sports based on land, air and water (sea).

(ii)      The award in the Adventure Sports category will be recommended on the basis of achievement and seniority.

Rule - 5. Object and eligibility criteria for the Eklavya Award.

The following shall be the object and eligibility criteria for conferring the Eklavya Award:

(1)     To encourage the best junior players, when they are at the height of their success, so that their sports talent could become their pillars.

(2)     The age of the applicant should be less than 21 years as on 31 March of the year of award.

(3)     The applicant has obtained at least 02 medals for Madhya Pradesh State in the last 5 years in the authorized national championship of junior category in individual sports and at least 01 medal for State in the last 5 years in the authorized national championship of junior category in team sports.

Or

The applicant has obtained at least 01 medal for country in the last 5 years in the authorized international championship of junior category in individual sports and in the last 05 years in at least 01 year represented country in the authorized international championship of junior category in team sports.

(4)     The score in individual and team sports will be calculated based on the achievements achieved in the junior category of the last five years.

(5)     Every year a maximum of 15 (fifteen) Eklavya Awards will be given on the basis of preference & recommendation of Committee:-

09 Awards - Individual Sports,

03 Awards - Team Games,

01 Awards - Para Category (Divyang)

01 Awards - Other Sports

01 Awards - Adventure Sports

Rule - 6. Object and eligibility criteria for the Vishwamitra Award.

The following shall be the object and eligibility criteria for the Vishwamitra Award:-

(1)     To honour the coaches of the State, who trained the National and International championships medal winner player.-

(i)       For eligibility purpose, last five years achievements of the coach shall be assessed.

(ii)      Applicant's age should be at least 40 years as on 31 March of the year of award.

(iii)     The coaches should be a sports coaching diploma holder from the authorized institute and those sports which have no sports coaching diploma, it shall be mandatory to have certificate course/license organized by the federation for the coaches in those sports.

(iv)    Vishwamitra Awards shall be conferred on 03 (three) coaches every year, if they fulfil the eligibility condition, out of which 02 (two) will be given in individual sports and 01 (one) team sports.

(v)      Recommendations for the award will be given to the coaches of the players who have performed internationally.

(vi)    In the last 05 years, 02 Gold or 04 Silver or 06 Bronze medals have been earned by [he players trained by the applicant at authorized national championship or players earned medal at authorized international championship organized by the International Olympic Association/International federation.

Rule - 7. Object and eligibility criteria for the Life Time Achievement Award.

The following shall be the object and eligibility criteria for the Life Time Achievement Award:-

(1)     The life time achievement awards shall be conferred in the honour of those sports personalities who have contributed in the games and have also contributed in the development of the sports in the state.

(2)     The sports person who has contributed for the development and expansion of sports in international and state level for the last 15 years, as well as the facility for the development and expansion of sports in the state in the last 15 years. In addition to this he has contributed in organizing the sports championship, on the basis of this the players of the state have made their place at international and national level.

(3)     This award shall also be given to those coaches whose players earned medal/participated in Olympics/Paralympics or Asian games.

(4)     Only one Life Time Achievement award shall be given every year.

(5)     The committee shall recommend the sports person for award without inviting application.

Rule - 8. Object and eligibility criteria for Late Shri Prabhas Joshi Khel Award.

The following shall be the object and eligibility criteria for Late Shri Prabhas Joshi Khel Award:-

(1)     In encourage the best players of Mallakhamb, when they are at the height of their success, so that Mallakhamb will increase the attraction towards the game and promote the development of sports.

(2)     The applicant has obtained at least 02 medals for Madhya Pradesh in the last 5 years in the authorized national championship of senior category.

Or

The applicant has represented country in the last 5 years in the authorized international championship of senior category.

(3)     The marks shall be calculated on the basis of achievements of the senior category of the last 05 years.

(4)     Maximum 01 player shall be awarded in every year.

(5)     The managers and coaches shall not be eligible for the award.

Rule - 9. General Rules for Conferring the Awards.

(1)     The manner of submission of the application for receiving the award:-

(i)       Every year online applications shall be received from the respective sports association/player/coaches/eminent sports person by 31st July.

(ii)      Director, Sports and Youth Welfare, Madhya Pradesh shall have the right to receive the applications from the players directly.

(2)     General Conditions:-

(i)       Applicant must be a domicile of Madhya Pradesh but such applicants of other state may also be entitled for Eklavya, Vikram Award, who have been receiving training for the last 3 years in Madhya Pradesh State Sports Academy, run by Sports and Youth Welfare Department, Madhya Pradesh.

(ii)      The year shall be counted for the award from 01st April to 31st March.

(iii)     Apart from Life Time Achievement Award and Adventure Sports category rest of awards shall be on the basis of the marks obtained as shown in the table. In Adventure Sports category shall be made for the award on the basis of priority (who has mounted earlier).

(iv)    The certificate on the basis of which the players receive the award, those certificates shall not be counted for any other award in the coming year.

(v)      It is mandatory for the awardees to be present personally to receive the award, but due to odd circumstances, if he is unable to receive the award then any member of his family may present to receive the award with the permission of Director, Sports and Youth Welfare, Madhya Pradesh.

(vi)    The awards shall be given only in those Sports, which shall be included in the "Olympic Games/Asian Games/Commonwealth Games or National Games of India. Apart from this, awards will also be given in Chess, Cricket, Billiard-snooker, Mallakhamb and other games.

(vii)   The applicant has not represented the National Championships/National Games in the last three years on behalf of other state. In case if applicant has represented other state in the National Championships/National Games in last 03 year he/she will not be eligible for award.

(viii)  The native sportsperson of Madhya Pradesh after their appointment in Central Institute, Organization, Armed Forces etc, will be eligible for the awards, if they participate in the National Championship/National Games on behalf of their department.

(ix)    In the year of the award, if an applicant or team is disqualified from the Championships (Competition) authorized by the recognized organization for the indiscipline, and then the applicant shall not be eligible for the award in that year.

(x)      The applicants who have been expelled from National Anti-Doping Agency (NADA), World Anti-Doping Agency (WADA) shall not be eligible for the award in that year.

(xi)    The discipline, normal behaviour and character of the applicant shall also be taken into consideration before conferring award, any kind of pressure, recommendation or encouragement on the part of the applicant may be the cause of his disqualification.

(xii)   An award will be given to a person only once.

(xiii)  Players of the state who have received medals in the Olympics/Asian Games or Commonwealth Games organizing years but have not previously received the Vikram Awards shall be eligible for the Vikram Award in the same year. For this, there shall be neither requirement of application from the medal winning player nor any obligation of last date to submit the application.

(xiv)  Such coaches whose players have received medals by participating in the Olympic/Asian Games or Commonwealth Games in organizing year shall also be eligible to apply for Vishwamitra Award in that year and there will be no obligation of last date.

(xv)   If more than one player/coach/sports person is found eligible for the award, then preference shall be given to those who have performed in the games which are played in the Olympic Games.

Rule - 10. Selection.

The committee on the basis of popularity and playing population of that game and participation in international competition shall recommend the eligible applicants for awards and the decision of the Government shall be final thereof and no representation shall be accepted.

Rule - 11. The manner of payment of award money and other allowances.

The following shall be the manner for making the payment of award money and other allowances to the award winners:-

(1)     The amount of Eklavya Award in the form of cash award is Rs. 1,00,000/- (Rupees one lakh only) for each and rest of awards Rs. 2,00,000/- (Rupees Two Lakhs) each and all the awardees will be given Ceremonial kit, momento & certificate.

(2)     Awarded sportspersons who receive the award will be entitled to first class equivalent travel allowance on both sides from their place of residence to the place of ceremony.

(3)     Arrangement will be made for accommodation, food and transport for the award winning players.

Note:

(1)     Only the achievement obtained in the official National/International Championship recognized by the Indian Olympic Association/Government of India will be examinable for selection.

(2)     Since the number of awards is limited and only one player is to be selected in a game, hence the selection will be made in order of total marks obtained.

(3)     Apart from Life Time Achievement Award and Adventure Sports category rest of awards will be the marks obtained as shown in the table. In Adventure Sports category will be made for the award on the basis of priority (who has mounted earlier).

(4)     Any Championship/Tournament/Games/Cup which is not mentioned in the point No. 10 row No. 04 in Marking table, but they are equivalent to the Championship/Tournament/Games/Cup mentioned in the marking table, then the committee will be able to give points for the achievement of these Championship/Tournament/Games/Cup.

(5)     International/National championship of ranking & invitational category will not be considered for award.

Amendment-

The administration can relax/change/amend these rules as required.

Repeal- Once this rule comes into effect, the pre-existing rules and releases will be cancelled. The said rules shall be deemed effective from the date of publication in the Gazette.
