PREAMBLE

An Act To Amend The Bihar State Universities Act, 1976 (Bihar Act 23, 1976).

For administrative purposes and educational interest of students, it is necessary to establish a new university namely Munger University, Munger by division of existing Tilka Manjhi Bhagalpur University, Bhagalpur.

Be it enacted by the legislature of the State of Bihar in the Sixty-Seventh year of the Republic of India as follows:-

 

Section 1 - Short title and commencement

(1)     This Act may be called The Bihar State Universities (Amendment) Act, 2016.

 

(2)     It shall come in force from such date which the State Government, by notification may fix.

 

Section 2 - Amendment in section - 3 of Bihar Act 23 of 1976

The following one new clause (L) shall be added after clause (k) of sub-section (1) of section-3 of Bihar Act- 23, 1976.

"(L) Munger University may be established by division of Tilka Manjhi Bhagalpur University, Bhagalpur from the date notified in the Official Gazette by the State Government, by notification, headquarters of which will be at Munger and the territorial jurisdiction of which will be effective in the whole of Munger Division.

 

Section 3 - Savings

Notwithstanding amendment in section - 3 of Bihar Act 23, 1976, anything done or any action taken under the said section 3 (1) shall be deemed to have been validly done or taken and shall not be questioned on the ground of amendment in section 3(1) of Bihar Act 23, 1976.
