Rule - 1. Constitution.

The service shall consist of the following categories of Officers, namely:-

[2][1. Inspector General of Prisons.

2. Deputy Inspector General of Prisons.

3. Superintendent, Central Jails.

4. Superintendent, Balamandir.

[3][5. Jailors, Central Jails including Superintendents of District Jails and Superintendent, Open Prison.]

Rule - 2.

(a)      Appointments. Appointments to the several categories shall be made as follows:

2. In the absence of suitable candidates for promotion, recruitment by transfer from any other service or direct recruitment.]

4. Superintendent, Balamandir

1. Direct recruitment. (age 25 to 40 years)

[6][Note. The general enhancement of upper age limit by 3 years contemplated in G.O.(P) No. 1/72/PD dated 1-1-1972 shall not be applicable to this post]

[7][II. Recruitment by transfer from any of the following categories of posts in the Jails Department, namely,

(1) Junior Superintendent in the office of the Inspector General of Prisons.

(2) Deputy Jailors in Central Jails.

(3) Jailors in Special Sub Jails.

(4) Welfare Officers in Central Prisons.]

III. Promotion from the post of Deputy Superintendent, Balamandir.

IV. Transfer from any other service.

[8][5. Jailors, Central Jails including Superintendents of District Jails and Superintendent, Open Prison.]

[9][1. Recruitment by transfer from among Deputy Jailors and Jailors of Special Sub Jails category 1 Branch 1 of the Kerala Jail Subordinate Service.]

[10][2. Appointment from among Superintendent of Balamandirs in the service or]

3. In special circumstances by direct recruitment or by recruitment by transfer from any other service.

[11][Provided that the appointments by the methods specified in items (1) and (2) shall be made in the ratio of 4:1.

Provided further that promotions made and regularized from the 23rd May 1968 to the 24th June 1977 shall not be disturbed.]

 

 

(b)      Promotion. Promotion to categories [12][1,2 and 3] snail be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal.

Rule - 3. Qualification.

No person shall be eligible for appointment to the category and by the method specified in columns 1 and 2 of the table below unless such person possess the qualifications specified in the corresponding entry in column 3 thereof.

2. Must have a minimum height of 165 Centimetres[14] and a minimum chest measurement of 81.3 Centimetres with an expansion of not less than 5 Centimetres, and

3. Must not have completed or must not complete the age of 30 years on the 1st day of July of the year in which the applications for appointment are invited.

 

Promotion

Must have satisfactorily completed probation as Superintendent of Central Jail in the Kerala Jail Service.

 

Recruitment by transfer

1. B.A., B.Sc. or B.Com. Degree of a recognized University; and

2. Must have a minimum height of 165 Centimetres and minimum chest measurement of 81.3 Centimetres with expansion of not less than 5 Centimetres.

Superintendents of Central Jails.

Direct recruitment

1. B.A., B.Sc., or B.Com. Degree of a recognized University.

2. Must have a minimum height of 165 Centimetres and a minimum chest measurement of 81.3 Centimetres with an expansion of not less than 5 Centimetres, and

3. Must not have completed or must not complete the age of 30 years on the 1st day of July of the year in which the applications for appointment are invited.

 

 

Promotion

Must have satisfactorily completed probation as Jailor/Superintendent, District Jail in the Kerala Jail Service.

 

Recruitment by transfer

1. B.A., B.Sc. or B.Com. Degree of a recognized University; and

2. Must have a minimum height of 165 Centimetres and minimum chest measurement of 81.3 Centimetres with expansion of not less than 5 Centimetres.

Superintendent, Balamandir

1. Direct recruitment (age 25 to 40 years as on 1st July of the year in which applications are invited

Graduation from a recognized University with a degree or Diploma in Social Service recognized by the Government,

or

[15][Certificate of training in correctional Administration awarded by the Tata Institute of Social Science.]

or

A Master's degree in sociology.

[16][Desirable qualification

1. A degree or diploma in Teaching such as B.T., B.Ed., LT., etc. of a recognized University.

2. Practical experience in supervisory capacity in a correctional institution.]

 

II. Recruitment by transfer from any of the categories of posts in the Jails Department.

1. Graduation from a recognized University.

2. Administrative experience or service in the Jails Department for a period of not less than 5 years.

 

III Promotion from the post of Deputy Superintendent, Balamandir.

Same as for method II above.

 

IV. Transfer from any other service.

Same as for direct recruitment.

Note. The Degrees or Diplomas recognized for the purpose of direct recruitment of paid District Probation Officers shall apply in the case of recruitment of Superintendent, Balamandir also. The maximum age limit for direct recruitment will be subject to the usual relaxation to Backward Classes, Scheduled Castes and Scheduled Tribes.

[17][Jailors (Central Jails) including Superintendents, District Jails]

Direct recruitment

1. B.A., B.Sc. or B.Com. Degree of the Kerala, Madras or any other recognized University, (Preference shall be given to persons qualified in Social Welfare Works.).

2. Must have [19][a minimum height of 165 Centimetres and a minimum chest measurement of 81.3 Centimetres] with an expansion of not less than 5 Centimetres, and

3. Must not have completed or must not complete the age of 25 years on the first day of July of the year in which the selection is made.

Transfer otherwise than from the Kerala Jail Subordinate Service

1. A pass in the S.S.L.C. or E.S.L.C. Examination (Minimum General Educational qualification prescribed in the General Rules) in the case of candidates for appointment by transfer from among members of the Kerala Ministerial Service employed in the Jail Department.

Preference shall be given to persons who possess B.A., B.Sc. or B.Com. Degree.

B.A., B.Sc. or B.Com. of the Kerala, Madras or any other recognized University in the case of other candidates; and

2. Must have [21][a minimum height of 165 Centimetres and a minimum chest measurement of 81.3 Centimetres] with an expansion of not less than 5 Centimetres.

 

Transfer from the Kerala Jail Subordinate Service

1. A pass in the S.S.L.C. or E.S.L.C. Examination (Minimum General Educational qualification prescribed in the Schedule to the General Rules).

 

 

 

 

Preference shall be given to persons who possess B.A., B.Sc. or B.Com. Degree.

2. Must have [22][a minimum height of 165 Centimetres and a minimum chest measurement of 81.3 Centimetres] with an expansion of not less than 5 Centimetres.

[23][Provided that a person already in service in the Jail Department on the 1st November, 1956 shall not be disqualified for appointment to any of the posts in the service, if he has a minimum height of 160 Centimetres and a minimum chest measurement of 78.7 Centimetres with an expansion of not less than 5 Centimetres:]

[24][Provided further that in the case of appointment from among members of Scheduled Castes and Scheduled Tribes to any of the posts in the Service, the physical standards in respect of height shall be 160 Centimetres.]

Rule - 4. Probation.

(1)     Every person appointed to [25][categories 1 and 2] by promotion, shall from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years and every person appointed otherwise than by promotion shall, from the date on which such person joins duty, be on probation for a total period of two years on duty within a continuous period of three years.

(2)     Every person appointed to a category other than [26][categories 1 and 2] shall from the date on which such person joins duty, be on probation for a total period of two years on duty within a continuous period of three years.

Rule - 5. [Training.

(1)     A person selected for appointment as Inspector General of Prisons by transfer from any other Service, shall before actual appointment, undergo a course of pre-service training for a period of 3 months in a Central Prison, in accordance with the programme fixed by the Government.

(2)     A person selected for appointment as Deputy Inspector General of Prisons by transfer or direct recruitment, shall, before actual appointment, undergo a course of pre-service training for 6 months in a Central Prison in accordance with the programme fixed by Government in consultation with the Inspector General of Prisons.

(3)     A person selected for appointment as Superintendent of Central Prisons by transfer or direct recruitment, shall, before actual appointment, undergo a course of pre-service training for 6 months in a Central Prison in accordance with the programme fixed by Government in consultation with the Inspector General of Prisons:

Provided that the requirements in sub-rules (1) to (3) may be relaxed by the Government in special circumstances.

(4)     A Superintendent, Balamandir, recruited direct shall, before commencement of his probation in the category undergo pre-service training for a period of 3 months in a Balamandir as may be prescribed by the appointing authority.

(5)     A Jailor appointed by method 2 or 3 of sub-rule (a) of rule 2 shall, before the commencement of probation in the category, undergo a pre-service training for a period of 9 months in a Central Prison, as may be prescribed by the appointing authority.

Explanations:

(1)     The period of pre-service training prescribed in this rule shall not count either for probation or for increment.

(2)     The candidates required to undergo pre-service training shall be paid a monthly stipend equal to (a) the minimum of the pay of the post to which they are appointed, in the case of direct recruits, and (b) the salary they were drawing immediately before their training in the case of transferees.

(3)     Scheduled Castes/Scheduled Tribes candidates directly recruited by special recruitment shall be paid a stipend equivalent to the minimum scale of pay plus the usual allowances attached to the post to which they are appointed.][27]

Rule - 7. Security.

Where the State Government have by general or special order directed that the holder of any specified post shall deposit security for the due and faithful performance of his or her duties, no person shall be eligible for appointment to any such post whether by direct recruitment or by recruitment by transfer or by promotion, unless he or she is able and willing to deposit security of such amount as may be prescribed in such general or special order.

Rule - 8. Leave, posting and transfers.

All posting and transfers and the grant of leave [31][except study leave and special disability leave] to members in [32][categories 4 and 5] shall be made by the Inspector General of Prisons.

Rule - 9. [Reservation of appointments.

The rules of reservation of appointments (General Rules 14 to 17) shall apply to appointments by direct recruitment in this service.][33]
